问几个例文中的语法问题

   “Despite some minor undesirable side effects arising from such an establishment, such as more noise and heavier traffic, the construction of a high school is absolutely desirable and should be welcomed by all for it is conducive to both the locals and locality.”
   最后那个for以后是个完整句子，for作为介词能接一个完整的句子吗？好像没见这么用过

   "The UK government must engage in the problems of the industry. It must be aware of the issues put before it by the industry and must invest in and develop the outstanding work of the British Geological Survey, the world leaders in their field."
   这里这个put是过去分词形式吧，before it那个it指代的是什么呢，第二句开头这部分没怎么理解意思和语法结构
