[19] Governments should focus on solving the immediate problems of today rather than on trying to solve the anticipated problems of the future.
[Write a response in which you discuss the extent to which you agree or disagree with the recommendation and explain your reasoning for the position you take. In developing and supporting your position, describe specific circumstances in which adopting the recommendation would or would not be advantageous and explain how these examples shape your position.]

When face with tough problems involving in a dramatic large variety of aspects, one could hardly make a direct and specific decision that whether the government should spend much more effort on the problems of today than the problems of the future. It seems convincible to select the former one: to prevent a rather severe trouble in the future, thus save both money and effort. However, it is unnecessary for the statement to exaggerate the situation of extant problems as predominant, while ignoring the potential huge debacle in the future if left the anticipated problems unsolved. My contention with the statement involves the three specific points below.
I concede that the statement is on the practical side of this issue. After all, the problems extent is far more emergent than the problems in the future. We cannot shrug off the crimes, children who drop out, drugs addiction, AIDs spread nowadays, while constructing peacefully the glorious blue print in the future. Take the Great Depression in 1930s for example. Few citizens prior the 1929 would agree with government policies intervening on the economy. When face with the endless unemployment, the stark nadir stock prices, and pompous postures of the monopolies, the American recognized that there must be something, probably the laws or policies, to prevent the devastating phenomenon, and the new policies from Roosevelt Administration was promulgated. Under such emergent circumstance, it is absolutely precise for the government to make all efforts to solve the problem of today.
However, the speaker unnecessarily embraces the fact that government should pay more attention on problems of today than problems of the future whenever and wherever. The unusual social phenomenon like the Great Depression in history is quite sparse. Most time our society is under peaceful and regulating conditions, with more or less conflicts. Therefore, the further consideration of the future is foremost. For example, citizens may satisfy with the extent city transportations for its efficiency, convenience, and far speed. However, the growing population speed is so fast that the government could hardly ignore the terrible traffic system in the future. Every effort should be put on building a more scientific and complex city transportation web, including construction of new subway lines, more buses, and even the limitation of some kind of private cars. Though the extent road situations may bother some citizens’ life and work, due to the construction, the potential profits will be shown in the future. Therefore, it’s of great significance to solve the anticipated problems of the future.
Moreover, if the government pays far more attention on the problems of today, it will inevitably leave dramatic problems in the future, usually more sever and tough. For example, China in 1979 was quite in need of huge investment from foreign countries, which stimulated the economic energy of the whole country. During that time, numerous policies were produced as long as they were beneficial for attracting investments, such as lowering taxes within proceeding 10 years, and lowering the supervision standards of building new factories. It is true that Chinese economy flied up to a higher step, however, the potential problems it brought out began to appear after decades. The severest one is environment pollution. Even now there exist tons of factories pouring large amount of dirty water into Yellow River, streams and ponds. Chinese government could hardly deal with it effectively due to the contracts during the ‘Reform and Open Period’. As you can see, the decisions to deal with problems nowadays will cause great disasters without a profound consideration of the future.
In sum, the statement is correct in part due to the specific periods of a nation and the emergencies. However, if count for too much the extent problems without any preparation for the future, potential disasters may happen, such as a disordered traffic system, or a severe living habitat.

In developing and supporting your position, describe specific circumstances in which adopting the recommendation would or would not be advantageous and explain how these examples shape your position.]

I broadly agree with the speaker’s assertion that restrictions on research deploring from governments is first and foremost. There remains great necessary for doing so when face with large amount of waste money and potential dangerous research results. However, the argument overlooks the fundamental base on which fantastic and amazing results that research creates---ingenuity, which would be seriously damaged by limitation from any aspects. My contentions and specific examples are as follows.
There is an increasing trend that researchers receive donates from various classes of the society, and government seems the one who has the responsibility to give dramatic supports to these human invention procedures. Just like any investor loathes losing profits of the corporation which they invest on, the government may not be happy with a tenuous as well as meaningless research report. Therefore, to restrict the research for the purpose of money loss prevention is reasonable and rational. For instance, the American had faced with the failure of so-called ‘Star Wars’ research, advocated by Reagan administration. Think of the huge amount of money that poured on the research, which should have been put to solve more extant problems of the day such as rising awareness of AIDs, preventing endless crimes, declining the unemployment rates, and so forth. A failure in research is just a waste of tax payer’s money. Consequently, the restriction on research is of great significance.
In addition, the unfamiliar territory of research is full of precarious elements. Not all the scientists in this world restricted by the moral standard. If there’s no restriction on their experiments, the most terrible scientific weapon may come from the most respectful scientist, who is allured by huge profits that terroristic organization offers. For example, the Second World War left a serious problem which should be discussed by scholars : weapon products that destroy the whole world. Of course, the development of military weapons is by no means meaningless. To the contrary, the research that Germany government permits is of little moral responsibility. What’s more, the Japanese government had made large amount of experiments on living people during the Second World War is also unforgivable. If there is no limitation on such behavior, the research may contribute to the end of the world.
However, the argument is on the correct philosophical side of this issue. After all, no one can expect the result of a research before we invest in it. The procedure of deploring the unknown is beneficial to our human development. If there’s extreme limitation on scientific research, most amazing and fantastic conventions may still be a mystery. For example, there is recently a research on old Egyptian tombs in the pyramid, which may reveal great historical facts about ancient world civilization. If there is any doubt on it about the research cost and time that it may last, the researches may be really busy dealing with such affairs, without enough time working hard on the subject. If this is the case, the original purpose of doing research is deflected, and we have to argue if it is research at all.
In sum, from what have been discussed above, we may safely draw the conclusion that restrictions on research is by no means harmless, for the sake of prevention of both money lost and potential dangerous scientific results. However, the limitation should only be focused on a beneficial purpose: any behavior that leads to the obstacle of research should be abandoned.
