Issue 28"Students should memorize facts only after they have studied the ideas, trends, and concepts that help explain those facts. Students who have learned only facts have learned very little
这句话是说,学生如果能先去了解一些能解释某个事实的各方面资料(包括ideas, trends, concepts)再去记住这个事实,他学到的要比仅仅去记这个事实学到得要多。
Due to the fact that this is an era with innovations in each branch of science every year,(这句话有点别扭,是什么意思啊) students are expected to
learn a lot more(will "far more" do better?) than their forbears do to catch up with the paces of social progress. But every person has a limited time allocated for studying for(去掉for) the reason that recreation and entertainment are important and indispensable element(s) of one's life. It is clear that it is vital to(for) everyone to make good optimization of his or her time. So it is impossible for student to memorize all facts after they have studied all the ideas, trends, and concepts that help explain those facts. But that is not equal to abandoning grasping all the ideas, trends, and concepts of every knowledge they learn. We ought to alter our strategy according to different kind(s) of knowledge to promote the real effect of our time.
从这一段来看,作者的观点是:学生没有足够的时间在记所有事实前,去了解所有前面提到的东西,但是学生不应该都不去了解。
Among the wide scope of knowledge the students may find useful, what is the basis (of it)? Or, what is the dominant part of the knowledge? That the part of knowledge that serve as the building-up block of the other parts in the sense of logic or others is the dominant one is a generally accepted proposition. For instance, astronomy is constructed on the basis of math, physics, chemistry and some others. I am sure it is these basic parts that mainly influence the performance the students will show during their future career lives. For example, a student majoring in computer science may meet many problems they haven’t seen before during their practical work. The solution for it the student comes up with always has strong relationship with much basic knowledge he learned during college. The basic knowledge is the component of every related advanced knowledge that seems very appealing to people. We can't imagine that without basic concepts in physics how can we develop the advanced technology in electronic communication? So the student must pay much attention to the basic knowledge that is the necessary foundation for their future development in their major fields. Only in this way the students will have less unnecessary puzzling questions caused by lack of full mastery of the basic knowledge in the future, in other words they make a good optimization of their time.

Every student is destined to have challenges in their work! Many unfamiliar situations will inevitably emerge when they solve technical problems, so they must refer to different kind(s) of resources to find an access to the answer. So consequently, if a person has a broad knowledge, he will have a good opportunity to excel in his career. Admittedly, students better have the ability to augment their knowledge, which is affected by their knowledge foundation. Good knowledge foundation is the prerequisite for a broad knowledge range in that the mastery of a wide range calls for a good comprehension capacity that is determined by the foundation to a great extent. Poor knowledge foundation will hamper the student’s knowledge accumulation process, which is because he will always be blocked by the difficulties originating from obscure concept of the basic. We cannot master the manipulation of multiply before the full understanding of addition.

In sum, we can say that in the case of the knowledge that doesn't play a significantly basic role, the student may just memorize the fact without necessarily mastering the ideas, trends, and concepts that help explain those facts if they don't have adequate time. An extensive knowledge scope will undoubtedly help the student find the access to various practical problems, while basic knowledge is of significant importance in the solving process. We need to strike a proper balance between the two aspects of study.
