First you need to ascertain your goals. What do you really want to do after graduation. If NTU PhD can fulfill your goals, go and take it.

I just want to know how you can get a RA job in NUS without getting a MS or PHD degree. I applied a month ago and was rejected because of the lacking in MS degree.

My understanding is RA is totally dependent on the professor who you want to work with. In other word, the professor gives you offer which is quite different from PhD position.
