我错选了D， 答案是A。 仔细读了以后发现这一段是一直在强调culture。但是，D的选项其实是原文这段的第二句“here The issue of bilingual education has, nevertheless, served to unite the leadership of the nation’s Hispanic communities”的重复吧。。。

所以我的问题是，第一句是说了这个evaluation is inconclusive，然后第二句是开始进行补充吗？（作者支持的内容）还是说第二句是去写他怎么个inconclusive的（作者说他是inconclusive的理由）
