Nowadays, we watch the leaders from all the countries to negotiate in crucial international conference and talk about them. Well, how to be an effective leader? As to this question, I agree that a public official must maintain the highest ethical and moral standards. However, it is not enough.

A leader who wants to be an effective one must firstly be the highest ethical and moral standards. Only when a leader, at least, is qualified on the ethics and morality, the people show their veneration to him. It is enormously obvious that no one respect hooligans or criminals. And common sense tells us that people would more like to agree with the suggestion and obey the orders that issued by the leader who they respect to. Under this condition, the laws and criterion can get widely and effectively execution. This actually is the main guarantee of keeping social order and a stable society is the basic demand of an effective leader. For example, the first premier of China, Mr. Zhou, he had only one woman and had no personal deposit in bank which was thought to be very ethical and moral in China at that time, therefore most Chinese highly looked up on him and actively did as his appeals, so that China successfully went through the hardest and most turbulent era, even today, when his name is mentioned still many people respect to him and remember his words and automatically do as what he ever said.

Furthermore, a leader who wants to be an effective one also needs to have an astute mind. With wisdom and experience, a leader can make precise judgment and proper countermeasure to both national and international situation, whatever on policy or on economy or other aspects. This ensures the leader the ability to bring the biggest profit and pride to the people and to largely prosper the culture and economy of the country. Consequently, the leader will be more upheld and become an effective one. For example, the former president of America, Bill Clinton, he decided to set up diplomatic relationship with many countries that can take benefit to America without considering the difference between America and them on social system, which had been never done by any other American president before. This was proved to be a very right policy that greatly improved the strength of America and the living level of individual American during his governing period. Since his notable contribution to America and his people, he was continuously elected to be president four times and leaded America for nearly ten years. His success roots from his astute mind that made the right decision according to the current situation then.

In a word, maintaining the highest ethical and mornal standards is the basic demand if a leader wants to be an effective one. What is more, he also needs to have a sharp and alert mind.
