不过我还是不明白哪一点可以看出他们是要actuate the plan呢？阻止不行么？阻止这个计划也能激起大众不满吧？

manhattan给的解释

This sentence is best understood from back to front. A majority of the board members know that the conservatives have “sham,” meaning “false, often having to do with a trick”, intent. Because the members understood that the conservative minority was trying to trick people, the majority was able to help the newspaper maintain “some sense of neutrality.” We can logically conclude that the conservatives were trying to cause the newspaper to be not neutral. Blocking “leftist propaganda” would drive the editorial biases to the center. Therefore, we must conclude that the conservative, or right-leaning, board members were supporting leftist propaganda. We are looking for a filler word such as “allow” or “support.”

(A) Vacillate means “to hesitate or waver in forming an opinion.” While this word fits thematically, it does not make sense in context.

(B) Prevent means “to stop.” This is the opposite of what we are looking for.

(C) CORRECT. Sanction means “to endorse.” This is a perfect fit.

(D) Inoculate against means “to prevent contraction, especially a disease.” While it would seem logical that right-leaning board members would want to inoculate against leftist propaganda, this is actually the opposite of their intent in the context of this sentence.

(E) CORRECT. To wallow literally means to “roll about lazily.” In this context, it has the more subtle meaning of “to devote oneself to, or to submerse oneself in.” This provides the meaning we are looking for.

我的理解你参考一下 a majority of the board understood the conservative（right-learning） caucus to have sham intent（否定） in trying to galvanize public opinion against （否定）the paper（之前的 leftist propaganda）.
负负得正，应该是支持，当然，真叫我做，这题我直接可以跳掉了...

句前一个despite说明前半句的动作应该和后面的maintained neutrality是相反的，也就是要让其not neutral,然后据Manhattan的解释来看bolcking leftist propaganda会使其neutral，所以相反的就是要supporting了。。。
我当时不明白的是right-leaning, leftist和the conservative三者到底是个什么关系，这可能和文化背景也有关系，LZ不必太纠结。。。
不过时隔3月，我填空几乎忘光了

一样纠结过，个人理解是：
右派就是保守派，右派有个虚伪的目的就是，放任左派的宣传，这样就可以刺激民众反对左派。
