I fundamentally agree with the statement that officials would better to maintain high ethical and moral standards. However, maintaining high ethical and moral standard is not a prerequisite for a leader to be effective.

To begin with, maintaining high ethical and moral standards helps a leader to be effective. A leader to a nation or an organization, as a public figure, who maintains a high ethical and moral standards builds himself/herself a perfect image to publics. A good image contributes to earn people’s trust and be considered reliable. Thus, the effectiveness of his or her policy is guaranteed. On the other hand, low ethical and moral standards bring a poor image to a leader, which will hinder the effectiveness of his or her leadership. Adolf Hitler was the leader of Germany during the World War II. His curial killing of Jewish people showed he has no ethical standard at all. The united forces of US, UK, France, Russia and China, destroyed Hitler dictatorship and ended the World War II. His failure proofed that a leader without high ethical or moral standards is not trustworthy and eventually lose all his or her leadership.

However, the effectiveness of leader sometimes is independent from ethical and moral standards. Leaders or government officials fail to maintain the highest standards yet are still effective on government administration. Bill Clinton was the president of United States of America. The sex scandal with Lewinsky showed a poor moral standard on his personal life. However, during Clinton administration, United States was the number one super power in the world without any government debts.

To sum up, I have to admitted that existence of the connection between ethical and moral standards and the effectiveness of leadership. Yet the strength of the connection is relied on a case-to-case basis. The dishonor or even anti-humidity if once are applied on the policy by leaders, the effectiveness of the leadership will be harmed and the government eventually will collapse; If the leader failed to maintain high moral standards in his or her personal life. The influence on his or her leadership is far weaker.
