Although the primary mission of the government is acting as a servant of people, government officials should have their own decision when there are collisions between the goal of the government and the will of the people.

On the one hand, as we know, governments comprise with elitists from every walk of life, and these people always accepted special training. The officials in Singapore, for example, are chosen from the best students in high schools and sent to United State or other developed countries to study relevant majors directly after graduating from high schools. From this special training, these students, as the government officials in the future, gain more knowledge and approaches to solve social problems. On the contrary, it is difficult for most of the ordinary people to get such an attracting opportunity. In the end, the level of judging the future of an accident of a government officer is stronger than that of most ordinary people. Therefore, it is better for government officials rely on their judgment to make a decision. Take the Chinese accession to WTO for instance. Although globalization is an inevitable trend nowadays, there are still some people whose benefit will suffer severe impacts oppose China enter WTO. The government officials, after collecting various suggestions and analyzing the situation in the contemporary world, decided to do its best and conform to the current. Judging by Chinese rapid economic growth and firmer international status during the time China as a member in WTO, we could draw a conclusion that it is a fully correct choice for China to enter WTO.

On the other hand, as common people, they often concern their day-to-day life and short-term effects. When they make a decision, their views may not stand in a general position, but in their own position which brings more benefit for them. Under this situation, the action of the government is necessary. The government, whose basic goal is seeking the maximal advantages to all people, should harmony multifarious views, and achieves a policy which may still harm some people’s gain, but is the best choice to all people. Society welfare policy, as an effective approach to help the poor, utilize fund of tax levied from the rich. However, the tax rate for the rich is so high that most of them complain about it. Then why the government still does this? The answer is it must give attention to the poor who easily induce social turbulence while the rich is more in favor of peace in order to get more wealth. As a result, the government should consider all society groups’ benefit to make a resolution.

Admittedly, government officials should depend on their own judgment to set up a policy. The primary principle of every policy, however, should accord with the will of the people. If the original intention of one decision acts against it, the most likely ultimate result is failure. As a Chinese, I could understand it deeply, since there is a profound lesson that Chairman Mao did not consider the will of the people and decided to start the culture revolutionary which brought on the ten years’ ferment and prevented the social development.

To sum up, government officials are supposed to have more professional knowledge and stand in a higher position to review the trend of events. Thus, the policies, with the goal of seeking maximal benefit to all people, made by the government officials should mainly rely on their own judgment, other than the will of the people.

你的主要论点有两个，第一个是“政府精英论”，第二个是“百姓阶层不同，要求利益不同论”，其实这两个彼此没什么关系的，而且每个论点都可以写好多内容。（其实各自可以写成一本书），所以不如抓住其中一点展开。另外还可以从政治家本身角度出发。题目中有should一词，但实际上，政治家的表现并不完全受道德或社会效率的约束，因为他们有任期，必须在任期内展现政治才华，因此其行为大多是短期内可以实现的那些，不论我们最终得出结论，他们should完全听老百姓的，还是有自己的考虑，其实都不可能得到彻底的贯彻。

感觉body的第一段和第二段虽然是从government和people的两个角度去论述，但是论述的部分好像在说一个意思。在论述WTO和welfare policy的时候，好像你都在阐述群众的意见怎么样，政府的意见怎么样。

另外，觉得你的思路太窄：其实还可以从其它方面论述：1.people内部的意见必然会有不同，政府需要协调; 2.防止出现chaos的局面。

随口瞎说，版主不要见怪。
