你理解反了
加粗那句是：自由的政府不等于它会积极支持科学发展 （这里持否定态度）－ 而支持科学发展的政府也可能在某些方面是独裁的。

就是说这个"to claim that it will only flourish in times of libertarian rule" 也可能瞎扯，因为科学不一定在压迫独裁的地方牛，也没说他一定就在自由的地方牛啊

ineluctable就是说这个结论是必然的，但是显然不是，后面句子也讲了，还有别的可能性
