其实就是这一句里面that多次重复比较混淆视听。第一个that的使用也许是因为前文有内容起衔接作用；第二个that引导第一个宾语从句，把that 换成to，就很好理解句子意思了，比如，“used to yield the allocation...” 第三个that引导第二个宾语从句。
