Hi Huimie, according to my limited knowledge, this means whether your academic performance may reach a desired progress will determine the renewal of your financial support each year. Anyway, this is a great offer, congratulations!

As long as you are in good progress, which means as long as you are enrolled in the program and don't do anything outrageous, then you will have five-year guaranteed funding.
This is the format statement in almost every offer letter.

Director of graduate study就是系里主管研究生事务的人，和POI无关。

一般就是每学期的成绩有个基本要求， 都是B以上大概就OK了， 但不能有不及格的课。
