我当时也觉得这题有问题，答案应该是E。D选项，即使不是所有的移民都申请了discount card，那么发卡数也会增加，我感觉跟题目无关。

对啊。。。。D存在不存在，结果都不变，发卡数量还是增加的啊

90年的调查显示有两千多个人是64岁，然后91年就该是两千多个人申请。但现在是有3000个人。题干认为这些多出来的人都是移民过来的超过65岁的。它的一个assumption就是每年有资格申请的人都会申请。就是这么个逻辑。不知道怎么解释E。。。但这个是assumption吗？不像

我觉得就应该是E 吧~
D 的话   要得出题干当中的结论不需要假设 移民过来的所有符合条件的人都申请了， 可能只有一部分人申请 总人数也会增加啊
E 的话， 就是说大家年龄到了65就一般申请了， 排除了 “ 增加的人里面实际上是往年没有申请的人 ” 的这种可能性 得出结论 增加的人来自于 外面迁移过来的
