麦吉尔大学奖学金的问题

楼主很幸运的套到了麦吉尔的一个老师，感觉他还是比较想要我的哈。就fund的问题，我在邮件里问过他多次，但其实每次他给我讲的我都没太懂。Skype的时候自己也没再问，觉得人家已经在邮件讲了这么多次了，再问也不太好意思。想请大神们帮忙看下老师的这些回复：

“would make you competitive for a recruitment fellowship and I also think it would make you competitive for a foreign student fee waiver – i.e. reduce your tuition to that of a residence of Quebec.  If we were able to get you a foreign student fee waiver I could find the funds to provide you with our standard fellowship to cover your living expenses”

“I am very sure we could offer you an international student fee waiver with those grades.  With that fee waiver, and the recruitment fellowship of $7,000 and can easily find the additional $12,000 to $13,000 to get your annual stipend, not including the fee waiver, to ~ $19,000 to $20,000 for each of four years.  This is the standard support for a graduate student at most Canadian universities without scholarships. ”

“I will offer to support you if we can get the fee waiver”

我最不解的就是这个fee waiver。我理解的应该是把我们这种international student的学费减少到local的魁北克学生的水平，但是就算是当地学生的水平，也得要3000美元，这个钱是从我的annual stipend里扣么？总共就20000，扣了3000就只剩17000了。还是只要拿到这个fee waiver他会帮我出这部分学费钱。求助大神么，是怎么回事？
PS.之前问过老师这个问题，但不知道是我表述不清楚还是怎么的，他一直没给我解释这个。。。

对的，就剩17，000。不过还是很多了，魁省学费真心便宜啊～

我看很多人拿全奖都是两万以上的拿，17000是不是相比而言有点少

对的，McGill就是这么多，两万扣学费，国际学生必须买health insurance，所以你到手1W6多点。不会再多，除非你能拿到更牛逼的fellowship。

if you are lucky enough, you will get a funding package: differential fee waiver+7000 fellowship+12000 research stipend. you get 19000 cash in total, but need to pay the tuition at local rate from your own pocket, around 3000 per year. so, you will get an actual money of 16000 per year. But you need to make very sure how many semesters of differential fee waiver you will obtain, and if this waiver is guaranteed to tenure your entire program.

cuz every person is sensitive to money issue, eh? btw, a wordy conversation doesn't hurt when discussing the admission and financial aid.
