119) When old buildings stand on ground that modern planners feel could be better used for modern purposes, modern development should be given precedence over the preservation of historic buildings.
Write a response in which you discuss the extent to which you agree or disagree with the statement and explain your reasoning for the position you take. 我的思路：1，推翻题目中，以modern planer的意见作为唯一参考的论述，指出在old building的处理上应该要参考更多专家以及民众的意见；2，通过一个具体可考的标准来处理old building，如标志性、建筑特色，历史价值等；3，对于需要保留的old building，modern planner需要具体考虑如何将其更有效地改造并融入城市规划。

讨论后的思路：1，做决定之前，先了解利益相关者stakeholder的意见及不同old building的value具体如何；2，城市有效规划和保留old building可以两全其美时，重新装修内部用于modern purpose如博物馆等，在风格上保持一致；3，城市有效规划和保留old building不可两全其美时，只好demolish房子，但可留下电子扫描版本scanning technology以备之后有需要可以重建或做研究所用。

规律和方法：推翻假设的论述不要独立成段，而可以作为分类的前提。
