23) Governments should place few, if any, restrictions on scientific research and development.
Write a response in which you discuss the extent to which you agree or disagree with the recommendation and explain your reasoning for the position you take. In developing and supporting your position, describe specific circumstances in which adopting the recommendation would or would not be advantageous and explain how these examples shape your position.

原有思路：
I do not agree with the recommendation. In my opinion, governments should place some restrictions on scientific research and development because the researches might cause ethics problems, danger, and social chaos.
First of all, restrictions should be placed on scientific research and development because the research might cause ethics problems. 科学研究挑战人类道德伦理。举例：克隆人
What is more, government should place restrictions on scientific research and development because the research might cause danger.举例：人造病毒，核武器，生化武器
Finally, the researches might cause social chaos without the government’s restrictions.社会邪教组织可能会打着科学研究的旗号招纳新的成员，并且传播邪教思想，或者组织暴乱，造成社会不安定因素。暂时想不到例子。

讨论后思路：
Governments should place some restrictions on scientific research and development if the researches might cause ethics problems or danger. In other cases, however, the governments should not place restrictions because the academic freedom should be respected.
First of all, restrictions should be placed on scientific research and development because the research might cause ethics problems. 科学研究挑战人类道德伦理。举例：克隆人
What is more, government should place restrictions on scientific research and development because the research might cause danger.举例：人造病毒，核武器，生化武器
In other cases, no restriction should be placed on scientific research and development because academic freedom should be respected. 政府应该尊重学术自由，尤其是对于可能挑战政府做法的科研项目。举例：对于大量排放温室气体影响的研究。

心得体会：
原文中第三个论点属于伪科学范畴，不应归于科学研究范围之内。另外，西方注重学术自由，在作文中应该体现。
