ISSUE93. The concept of 'individual responsibility' is a necessary fiction. Although societies must hold individuals accountable for their own actions, people's behavior is largely determined by forces not of their own making.
个人责任的概念是一种很必要的虚构。尽管社会必须让个人对他们自己的行为负责，但是人们的行为很大程度上不是自己能够左右的。

When it comes to the factors that influence people's behavior, many people hold the belief that the social environment plays a dominant role on its citizen’s behavior. While in my point of view, people could not only take the outer forces as excuses to their own deed.

Admittedly, social environment influence people's behavior to some extent now and then. Since everyone lives in a certain society, whatever he/she does, wherever he/she goes, all of his/her action take place in the society. When a society is filled with violence and criminal, most its citizens will not have the sense the do some good to make the environment more peaceful and seemly to live but in fear of being injure. While others may do whatever they want to do, even something against the law, and take it for granted. Then a terrible cycle is formed: bad circumstance--criminal person--horrible action--worse circumstance.... On contrast, if every citizen lives in an idyllic and peaceful society, they will feel joyful for everything; they will appreciate what they do and what the others do; they will play friendly to whoever they see and get the similar warmly action back. Whoever in such a peaceful society, as I concerned, will not do any evil thing and even some small mistake, such as throw a piece of waste paper or spew a piece of sputum at random, will make him/her feel uneasy.

However, the behavior of a people is a reflection of one's innate characters or qualities essentially. A value system and the attitude toward life build gradually with the growth of a person. With different experience and different environment for growth, different person value everything he/her see or hear on his/her own perspective. There is an old story proved it adequately: two companions traveled in the center of a great desert. When they felt so tired and thirsty and needed some water to drink, they found there was only half a bottle of water. The pessimistic felt sad and mourned: "My God! Only half of a bottle water!" While the other optimistic one cried out:" How lucky! Even half bottle!" From this anecdote we can see even with an identical matter and in the same circumstance, different people have different assessment just because of their different attitude and perspective.

Furthermore, everyone one in the society should be responsible for his/her own behavior. Even if the environment give great influence for their people, it has some solid laws and decrees which all people should obey. If any one violates the social rules, whatever environment he had in, he/she should get the punishment he/she deserved. Several weeks ago, a piece of astonishing news spreads China that four students in Yunnan university were killed in their hostel and encased in the closets for several days. A criminal, also a university student and the victims' roommate, then be arrested. From his words we know that he was unequally treated in the dorm and got so hurt. But is this can be the excuse for his crucial behavior? Is this can make him escape the just punishment of the law? Of course not! Everyone should and must take the account for his/her own action whichever the society he/she is in.

On the whole, every society is consisted of its people and formed on the basis of their action, every people's action in the society will do something, whether good or bad, to the outer environment. Only when every person in the society is responsible for their behavior, the society can have peaceful and vigorous atmosphere. Meanwhile, good social environment makes people  try their best to live a happy and vivid life.
