收到UPENN 项目director来信录取，不知道可不可能有奖

收到director的来信说已经录取，但是未提奖的事。看宾大网站上说need based奖学金是要在3月13日才知道结果，但是看到之前几位MLA的神人已经拿到了2w-3w的奖，感觉很困惑，请知道的同学们帮忙解答一下啊啊。。。谢谢！
I have the great pleasure of writing to you with the news that our admissions committee has made a recommendation to the Dean of our School that you be accepted into the Master of Environmental Design Program.  That acceptance is not official until the Dean acts on our recommendation.  Once she does, you have receive a formal letter, inviting you to attend the University of Pennsylvania.  I wanted to let you know this good news and arrange a phone or skype conversation to answer any questions you might have about the program.
