12 Governments should offer a free university education to any student who has been admitted to a university but who cannot afford the tuition.
Write a response in which you discuss your views on the policy and explain your reasoning for the position you take. In developing and supporting your position, you should consider the possible consequences of implementing the policy and explain how these consequences shape your position.
The author argues that in order to help any student who has been admitted to a university but who cannot afford the tuition,governments should offer a free university education to the student.. While I agree with the author to some extent, the issue couldn’t be addressed so simply once and for all, especially after a close scrutiny, which might lead to unforeseen consequences.
Admittedly, the policy is beneficial to the students and parents, and also the reputation of the government from the following aspects. Firstly, it could save those who can not afford the tuition from losing the valuable education opportunity that will change the destiny of the whole family. In previous education strategy, getting educated was a pure personal affair, and many students from the remote areas could not support themselves and had no choice but to drop out of school. Secondly, by doing so, government could guarantee that every students can enjoy the right of being educated, and promote the equity of the society and will help create a good reputation of the government, which further contributes to the stability and harmony of our society.
However, such policy would lead to unforeseen consequences, which might outweigh the benefits, noted above. Firstly, it will inevitably increase the financial burden of the government and the schools. Then how will the governments collect funds to support the students? Usually the governments will increase the tax and the other citizens may well feel discontented. Or the governments may curtail the funds on other aspects, such as the funds on medical care, the funds on the removal of environmental pollution, the funds on stimulating the depressed economy. Is obviously imperfect for the governments to pay the tuition for the students at the cost of the lessening of spending on other aspects. Secondly, some students may counterfeit their economic conditions. The authorities have to spend tremendous human and financial resources. What is worse, the progress may cost a lot of time and some students may miss the deadline of confirmation of enrollment. Thirdly, such policy may render those students overly depend on financial aids, and will go against the cultivation of their personalities. Many students may take it for granted to be supported. And without financial burden, they are less likely to be stimulated by poverty, and many students just forget they have the responsibility of working hard to live up to the requirement and promise they made when they applied for the support. Many such students who get supported by the government get addicted to computer games and fail to get the degree at the end of university life, and for them, the drawbacks overweigh the benefits.
To avoid the flaws, governments could take other steps to help the students. Firstly, government could provide those students with a certain kind of loan, which should be paid after their graduation. Secondly, governments could provide the poor students with opportunities of doing part-time job on and off campus.
In retrospect, the subsidization is helpful for poor students. Nevertheless, the subsidization is not the only means to prevent the students from missing university education. There are some other measures that governments can take to help the students.
