if the school of the master states explicitly that a bachelor is needed, you can still try for sure if you have too much money and time, but........."good luck"

you simply had not finished your bachelor............so "good luck".

according to the common practice, a degree is something you finish it successfully (i.e. get all required credits passed, and fulfilled all other requirement, and thus meet the graduation requirement), or you fail it and get nothing.
if one had not meet all the graduation requirements of the school, you will be considered as "the student had been studied in XYZ", but did not graduated with the degree, i.e. you don't have a bachelor, which is a must for all academic master from any universities that provide solid education.

ѧÀúÖ¤Êé is something only existed for PRC (also Russia before?), and university elsewhere don't issue (and thus consider that), and thus "who cares?".......
In general they use a transcript to record the stuffs that the student had finished.

P.S. dream less and be practical.

solution:
1. of course, if you just want a title and a master certificate, have lots of $$ to spend / waste, and don't care about quality of education at all, the solution is simple: find a extremely very lower tier university (which is not regarded anywhere for sure), done. (tons of wild chicken university in US anyway)
2. work more years and apply for MBA. Quite some decent MBA exempt the bachelor requirement for those who have long enough working experience.
3. (disclaimer: strongly against it personally) buy a fake one, a fake certificate (and bear the consequences if discovered)
