老师说不知道有没有钱给我读博，但是让我申，求帮忙答疑

Thanks for your email and your interest in our program. I will accept students in 2016 - but don’t yet know my funding profile for them. I have a number of people waiting at PSU to transition onto funding and have no idea how funding will play out.
Although I don’t know my funding profile, I’d be happy to see your application - I support students in the EME non-option program.
较牛的教授回复我的一部分内容，我该如何作答呢？之前同一所学校的也是较牛的老师也是让我申硕但没钱，博士的话得挑，所以不确定。这样一看这一所学校两个牛的教授是不是都算是废了啊？
还有就是老师说让我申但是不知道录不录，这我可以清楚我该换同一个学校的下一个了；但是老师说不知道钱够不够分的，那这种我怎么好意思开口说我必须要找能给我钱读博的呢？这种情况怎么办呀？

再问一个问题：我知道他们的graduate有5个program, 但是都是有名字的啊。他说的这个non-option program是不是让我到时候申请的时候不要选特定名字的program？网申的时候有叫“non-option”的program吗？
