GPA is the most important reference of your academic ability.
Standardized exam are.....well kind of too easy and cannot reflect one's ability effectively (e.g. no one cares about V, while everyone get near 170 for Q)
No one care CFA, not even a bit. Not to mention that you just passed the level 1 but not got it chartered (i.e. no one take this seriously even you go for a job in the market, not to mention academics)
Working experience helps a bit, but really depends on the job nature. Imagine the difference between a research assistant in the monetary policy division in a central bank, and a personal financial advisor in a retail bank.....for example.
Conclusion: given your GPA, reasonable expectation (mean) is universities that's similar or slightly weaker than the one you get your master.
