Government must ensure that their major cities receive the financial support they need in order to thrive, because it is primarily in cities that a nation's cultural traditions are preserved and generated.
The speaker asserts that a nation's cultural traditions are preserved and generated primarily in major cities; so that governments must give them financial support in order to keep them thrive. In my point of view, it is quite a case-by-case issue which cannot be generalized to every nation. Different nations hold distinct traditional backgrounds of culture, therefore should be judged respectively。It is the government’s duty to give the primary cultural traditions sufficient financial support in order to thrive, in despite of whether the primary cultural traditions preserved in their major cites or not.
I concede that in some nations, their primary cultural traditions are preserved and generated in their major cities. For example, in some newly founded nations, such as Australian, their cultural traditions are primary brought by colonizers, not their original inhabitants. So that when you visit Australian, you may be surprised find that most of famous cultural traditions --such as the Sydney Opera, the big Blue Court, or the 12th highway Center – are preserved and generated primarily in its major city --Sydney, Canberra or Melbourne. The reason is quite simply, Australian has very short history, before the queen of Great Britain dominated this continent, the original inhabitants are quite innocent and have little contribution to the cultural traditions of modern Australian. I don't deny that the original inhabitants’ traditions such as the folk music and traditional clothes, do influence the cultural tradition of Australian. But the primarily cultural traditions of Austria are preserved and generated in their major cities due to the advanced technology and culture level of civilization of the colonizers ; therefore, it is justifiable and reasonable for the governments to ensure that their major cities receive the financial support they need in order to thrive.
However, in some other nations, especially the nations which hold a long and intricate history, this issue becomes quite complex and must be treated case-by-case. In some East Asia nations, such as Japan, Korea, or China, their cultural traditions are generated by their own but altered seriously by the influence of western expanding since industry revolution during the long period of economic development in history. These nations' cultural traditions are divided into two realms -- the modern cultural tradition and the ancient cultural tradition. Take Japan for example, Tokyo is the capital of Japan, where the modern civilizations preserved and generated characteristically. However, when we look back in history, Tokyo developed by into the modernization since US nary rushed into this country. The traditional cultures, such as formal Tea Ceremony, are primarily preserved and generated in the country, which does not influenced so much by the US and Europe civilizations. Therefore, it is hard to decide a nation's primary cultural traditions are preserved and generated whether in their major cites or not; and must analysis case-by-case before draw the conclusion.
Finally, there are too many factors influence this issue– history, politics, economics, and even arts religion –It is ineffective and futile to notice whether a nation’s primary culture traditions are preserved and generated in their major cities or not. In my point of view, the most important and most practical point of the speaker’s assertion is that it is the government’s duty to give the primary cultural traditions sufficient financial support in order to thrive, in despite of whether the primary cultural traditions preserved in their major cites or not. The cultural traditions are invaluable and priceless treasure of a nation, and must be treating carefully and protectively.
To sum up, different nations hold distinct traditional backgrounds of culture, therefore should be judged independently. Governments must ensure that their primary cultural traditions receive the sufficient financial support they need in order to thrive, whether the location these traditions preserved.
