求助这个是不是海关信

状况说明：我们是就读本科而且是首次申请， 5/21上海普签送件 ，6/12收到签证中心寄回的资料，内有正本文件护照和一  张“IMPORTANT NOTICE, 因为我们是台湾护照所以不会有贴签（小签是eTA), 没有过签信 ，也没有拒签信。

问题： 我查官网 过签是会给 海关信 和 过签信   ， 拒签会有拒签信说明拒签原因 ，现我们收到的资料里 没有过签信 也没有拒签信 ，请问这张 "IMPORTANT NOTICE "是不是就是海关信？
另外请问 我是之前已收到生物采集的10年有效期证明，上面的UCI 号码会和过签信一样的号码吗
若是一样请问用UCI可以查到是否过签？

我们6/12已发邮件去领馆问 但一直没有回复
