主要的决策权应该全部交给政治家和其他的政府专家,他们更加见多识广并且比一般的老百姓具有更好的判断能力和洞察力。
------正文------
The speaker claims that major policy decisions should always be left to politicians and other government experts, for the reason that they are more informed and thus have better judgment and perspective than do members of the general public. I agree with the speaker.
Admittedly, both politicians and government experts are selected by the general public to represent their benefits and to serve for them. Therefore, the general public's desire is the basis on which major policy decisions are made, is also the standard to assess the validity of the decisions. The general public is the basic element of society, when the general public live a happy life, then it is possible for the whole society to develop stably and healthy. Similarly, unless constantly considering the desire of the general public, politicians and government experts would not be sagacious and effective ones, and finally could not avoid the fate of being eliminated. Overall, the politicians could not separate themselves from the general public, and the general public plays a role to supervise the work done by politicians and government experts.
While the benefit of the general public is the most important foundation on which policy decisions are made, major policy decisions should be left to politicians and government experts instead of the general public. Because the general public is always thinking of their own profits, in contrast, politicians and government experts could balance the interests of most people. For example, considering their own profits, peasantry asks for increasing the price of products, if politicians and government experts blindly obeyed farmers' desire, then the benefit of non-farmer's interests would inevitably be undermined. Is such condition, politicians and government experts are always considering the benefits of both peasantry and non-peasantry and then an efficient decision could be made, which is impossible done by the general public. Consequently, we should leave major policy decisions to politicians and government experts rather than the general public, because they always consider issues from general situations.
Furthermore, sometimes taking account of the long-term interest of the general public, some decisions, which may be contrary to some people's desire, must be made by politicians and government experts possessing better judgment and perspective. For instance, in some impoverished regions, in order to make a living the general public began to cut off forest. At this time, considering the environmental issues, regulations are made by politicians and government experts to ban hewing. Although these regulations may harm some people's advantages, they benefit for lasting development, and might help future generation. In short, politicians and other government experts with abundant experiences prefer to make decisions based on long-term benefits far more than do the general public.
To sum up, major policy decisions should always being left to politicians and other government experts, who are more informed and have better judgment and perspective than the general public. However, the general public should actively use their functions as monitors. Only with both endeavor of the general public and politicians and government experts, more objective and effective decisions could be made. |
