43"To be an effective leader, a public official must maintain the highest ethical and moral standards."

I fundamentally agree with the speaker, but I prefer a more accurate description that a public official should almost always maintain the highest ethical and moral standards in order to be an effective leader. Except under some specific situation, an official is supposed to be a society’s ethical and moral model.

In general, two primary reasons account to my opinion. In the first place, for the sake of a public official himself or herself, he or she must keep the highest ethical and moral standards. One striking difference between a public administrator and an ordinary man is that, a public figure attracts much more attention of the mass media than a common one, which makes the personal flaws and the faults or crimes committed by a public figure draw more notice of the populace. To witness this, one need look no further than the Clinton-Lewinsky sexual scandal. It is known by all around the world, and countless families talk about it during the meal——no ordinary individual can have this fortune. That scandal almost compelled William J Clinton to be impeached. So, if a public official intends to stay in authority and then takes advantage of the rights endowed by the people to make contribution, he or she has to manifest himself or herself as one who maintain the highest ethical and moral standards.

In the second place, for the sake of the whole society and nation, a public officer must keep the highest ethical and moral criterions. Suppose a political leader is busy tackling his disgrace and shame exposed by the media, how can he concentrate on doing well in his job, which involves the benefits of thousands of people? Consider Clinton again. During those months when the sexual scandal continuously disturbed him and made him exhausted, which can be obviously seen from his appearance on the television, he must have spent far less time than before to handle civil and abroad affairs. Besides, lots of equipment and money gathering from the taxpayers are spent in investigating this scandal, which could otherwise be used in trades. None but the media made profit from this scandal.

On the other hand, we should be aware that sometimes a public official might not maintain high moral standards. In some urgent state, a leader may withhold information from the public for the moment, in order not to render unnecessary mss panic. For example, as is shown in the movie Executive Decision, the president should not tell the public that a hijacked plane will soon launch an attack through discharging poisonous gas, because he may well handle this problem the attack. It is self-evident that being honest is an indispensable requirement for a person, not to mention a public executive. However, occasionally, a leader should be dishonest for the whole country’s sake, such as when in the course of negotiation with foreigners.
To sum up, a public official must basically preserve high ethical and moral standards, not only for himself or herself but the rest of the society as well. Nevertheless, this requisite does not apply to every situation. In the final analysis, to be an effective leader, he or she must usually maintain the highest ethical and moral standards.

好像分析题目有问题吧?
其中有两个关键词MUST和highest好像分析的不太透彻呀
