题目:
102The following appeared in a letter from the mayor of Tudor City.

"After a major airline chose Yorkville as its regional flight hub, the number of businesses in that city almost doubled and local tax revenue increased by 50 percent. In addition, as travel to Yorkville became easier, most respondents to a survey of the country's top executives identified Yorkville as a desirable place to transact business. To secure efficient transportation for Tudor City and stimulate our local economy, we should build a new airport, like the one in Yorkville, that is suitable for a regional flight hub."

While comparing Yorkville city's past and current, it seems logical that Turdor city should also build a new airport. However, the argument is reasonable .The author ignores the differences circumstances between Yorkville city and Turdor City. Moreover, the consequences of establishing
a new airport can not easily be alleged as benefit for economy.  The survey quoted from the argument is also doubtly.

To begin with, the author simply equates Yorkville's situation with Turdor's. It might be a case that Turdor is not suitable for a regional flight hub. Perhaps its terrain aren't safe enough for flights down and up, or because its climate changes varieties which influences the flight traveling.  It is much more likely that the residents of Turdor oppose for the establishing of airport with worrying about the pollution. The technical in Turdor is might also not advanced enough to complete an airport which attains the criteria of the regional flight hub.
  
  Secondly, The benefit that drawn from building an airport is not guarantee .Does the new airport in Yorkville brings about the increase of number of business and local tax? The argument ignores many other possibilities. Have the government risen the tax rate ? Are the media advertisements 'affection that attract more executives and double the number of business? Even the author can indicate that the casual relationship between airport and boost of economical, is the experiences of Yorkville also adopted for Turdor? Lacking further information about investigation on Turdor economical problems, the author simply considers that building an airport the same as Yorkville would lead Tudor to thrive. It appears reasonable, there're several other facets hampers Turdor's development. Population problems, pollution problems, policy problems those may much more urgent than traffic problems obstacle Turdor's economy.  Large invest on the new airport might also causes much budge deficit and needs much more tax on residents which maybe stir citizens of Turdor’s dissatisfaction.

  What about the survey quoted in the argument? Is it objective and broadly enough? Does the survey conducted scenically? There're reasons to assume that the respondents are the voters to the Yorkville "regional flight hub's" plan . Even the respondents are random and objective
enough, but what they desire to is quite different with what they would to. The survey can not guarantee that these Respondents would book Yorkville as a meeting place next year .Lacking more strong evidence, the author also fails to convince that in the future Yorkville will keep the pace of development.

To sum up, the argument above is relatively sound. In order to make an important determination, carefully investigation and widely consideration are needed. The government of Turdor should collect more information and assess the problems of Turdor, then make plans but not simply follow others’.
