The following appeared in a letter to the editor of the Balmer Island Gazette.
'The population of Balmer Island increases to 100,000 duing the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day during the summer season. By limiting the number of rentals, the town council is sure to attain the 50 percent reduction in moped accidents that was achieved last year in the neighboring island of Torseau, when Torseau's town council enforced similar limits on moped rentals.'

  The arguer claims that by limiting the number  of  mopeds and bicycles rented,Balmer will conspicuously reduce the rate of accident.The argument may be convincing and sound at the firts glance.Yet,there are several logical flaws which largely weaken the reasoning.

  To begin with,the arguer fails to provide sufficent evidence that the accidents which happen in Balmer directly link with mopeds and bicycle rented.Firstly,the main course of accidents in Balmer may be that there are more young,inexpericend and careless drivers in Balmer,who often make mistakes while driving.So it more important to regulate the traffic standard in Balmer rather than to limit the number of mopeds rental.Secondly,it is also unfair to maintain that only mopeds and bicycles rented can cause accidents.There may be much more private mopeds and bicycles in Balmer than rented ones,which is the main cause of the accidents.On the contrary,people who use mopeds and bicycles rented may be less possible to have accidents,for they dont want to break things not of theirs own.Thirdly,there is no guarantee that limiting the number of mopeds and bicycles to 30 will take effect.This conclusion is based on the premise that over 30 mopeds and bicycles cn be rented everyday.However,the companies may failed achieve this number.As a result,this method will not be practical.

  Furhermore,There is no guarantee that the situation in Balmer and Torseau is indeed comparable.Since solid information is provided about the specific condition of the two towns,it is highly possible that Torseau is a very small town with no advanced traffic system,So people have to go to work everyday by mopeds and bicycles.Consequently there will be more possibility that accidents in Torseau are caused by mopeds rentals.On the other side,Balmer may have few mopeds,given the geographical conditon which is not suitable for mopeds.So the method which works fine in Torseau may not be also effective in Balmer.

  Finally,even granted be evidence arguer provide is credible and sufficient,It's unwarranted and presumptuous to conclude that 50 percent reduction can be attained in Balmer.Notwithstanding the correct method,how the result will turn out remains uncertain. There may be a period that people are more willing to take bus to work instead of mopeds.Consquently,the number will be not as satisfying as that of Torseau.

To sum up,there are many defects in the argument from the analysis above.The reaons and evidence used to supoort the conclusion are not convincing enough to be relied on the further investigation is needed before ultimate decision and further action.
