Nowadays, there is a controversial issue about whether a political leader should tell the truth all the time. Depending on personal world views, beliefs and experience , we may find that different people hold different opinions. To agree or disagree with it is a matter of balancing between its pros and cons, but if one has considered the following perspectives, he/she could only agree with the former as i do.
In the first  place, a wise political leader keep from average people important issues which is very critical to our country. Granted that a political leader tell the truth about the government's weapon plan to the public, then other country probably soon make  a special announcement to threat their plan which is do harm to the government. Consequently, the government are not only facing international voice, but also another pressures such as political suppress, economic blockade, etc .In this sense, it is of importance for political leaders to keep secret archives.
In the second place, a effective political leader sometimes should not tell the truth to the public not only for international effect but also for stabilization in the nation. Take SARS(Sever Acute Respiratory Syndrome) as an example,t wo years ago, this epidemic swept the world ,especially in Asia where there were millions of people died of SARS. Although the government have the responsibility to issue the amount of dead people, it is possible advisable for a political leader to tell the truth if the number is too huge in order to prevent chaos and unpredicted rebellion in the society. Therefore, for stabilizing the situation where there is a severe event happened, a political leader should select the bright choice between disclose or mask.
Admittedly, if a political have an shakable power and hide what is harm to him, that will easily bring corruption and degeneration. So political system should guarantee a political leader's action is representative of the goverment and is beneficial to the society to the best advantage.
To sum up, a full honesty is not a good virtue for a politician. Because government should keep some secrets for the benefit of the nation, and therefore political leader could not tell the truth all the time.
