As long as people in a society are hungry or out of work or lack the basic skills needed to survive, the use of public resources to support the arts is inappropriate—and, perhaps, even cruel—when one considers all the potential uses of such money.

Would  you like to enjoy the great beauty of art while you are almost starving to death? Your answer is apparently negative, and so is the speaker's. However, the speaker's broad extension of this point of view bring up my contention for several actual reasons. In fact, the improvement of this complex society calls for a balance between surviving and enjoying, and therefore, I have to doubt the absolute judgement mentioned above.
This issue is based on a pretice that as long as people in a society are hungry or out of work or lack the basic skills needed to survive and what to do with "as long as"? Admittedly, while lacking enough resources for subsistence anything for enjoying seems useless at all and that is the common sense. However, the pretice does not necessarily means that most people cannot lead a normal life, instead as long as indicates that once there is a person that cannot live up. As a matter of fact, this pheonomon is entirely probably a personal problem with no relation to society or government; there may be beggars in the most prospective street in the most wealthy city while everything around goes well. And under this condition, the use of public resources to support the arts seems not so cruel as said.
In fact, the use of public resources to support the arts is not necessarily inappropriate or even cruel in the period of time when most people lack the basic support for subsistence. Why this point of view? Real arts are not born to be enjoyed, morever, sometimes arts are weapons, spurs or even harnesses. In the long river of the world history, many great famous art work occurs just accompanied by the society crisis, the cruel war or under other worst circumstances, when most people actually obtained hardly anything for life. An apt illustration about this is the great paintings during the Great Revolution in France, in one of which a woman was painted leading the mass to repel, to reject the dictator. This woman impresses me deep, and that was the case with the people during that time. It turned out to be a most stimulating medicine to the spirit of the people, and after that this art work obtained much value. And everyone in China can memorize the works appearing during World War II, the essays, poems, painting and songs are still vivid and exciting nowadays. Thus, any comments about the cruelty of the art support destroy themselves.
Personally, the public resources referred need not to be just money. Perhaps the public resources serve better for arts while they work much worse in other fields. In my opinion, whether the money to be invested to support the arts rely on the detailed situation. Art works are not necessarily goods and art is not necessarily a means of living, because in many places all the people in the whole who run the same art industry such as the painting or decorations eventually become wealthy.
In all, too absolute judgement often cause arbitrarity. We should place the right position about living and art, to the point that people lead a happy life. However, everything may happen. When one considers all the potential uses of public resources, he should make his own judge: do whatever beneficial for the society and the people.
