partly agree
the true meaning of effective
a.students take pleasure in what he learns
b.student can make contribution to the society upon graduation
however,I don't agree that education should be specally designed to meet the individual needs and interests of each student.
a.impossible to design such a program
b.the impotance of basic knowledge in a wide range of disciplines
my answer:
  I agree with the author that education will be truly effective if students' interest are taken into account. However,a programme specially designed to meet the individual needs and interests of each student is neither impractical nor necessarily beneficial to the individual student.
  I share the view that education will be truly effective if it meet the interests of students. The meaning of effectiveness of education is two-folded,that is,students take pleasure in what they learn,and students can make contribution to the society upon graduation.In a system that cares about the interests of students,they will learn voluntarily and wholeheartedly as what is taught attracts them. The teachers do not have to try their best to call for the students' attention as they are willing to learn what they are interested in. After class students turn to books or Internet for more materials about what they learn on class and form study group to discuss and share their views on the lessons. Tasks which are compulsory when students are reluctant to listen to the teachers will be spontaneous when they feel the lessons are vivid and tell  exactly what they want to know. Consequenly,they will perform better on and after class and absorb the useful knowledge. For example,one of my teachers in university was initially learning Automation in college,which he thought was quite boring ,so he got poor marks . Then he shifted to Department of American Literature when he was a senior students.The subject that interests him inspired my teacher worked very hard during the following years and now he is among the most welcomed  teachers in American literature in my university. As we all know,Edison was considered foolish and tardy in elementary school as he performed  poorly in all lessons and was only interested in taking things apart. Had not his mother taken him back home and taught him herself,a great inventor would not have appeared under such an educational system that was ignorant to  the interests and affinity of students.
  One important purpose of education is to nurture competent workers for society. It is hard to imagine a worker who learned his skills reluctantly at school and feels his job is dull will make contribution to the development of the industry and the society as a whole.It is quite possible he will shift to other career which is irrelevant to what he learns at school and complains that the time spent on the initial lessons was a total waste of time.
  However,I don't agree that education should be specially designed to meet the individual needs and interests of each student.It is impossible to design such a program. Individual interests vary from person to person.Besides some common lessons, such as math,music,literature,some may be interested in foreign languages when they are only students in elementary students. It is impractical for schools to recruit teachers specialized in  many foreign languages to meet such special needs.Furthermore,it will bring destructive result if  students are allowed to learn what exact interest them and turn their back to those difficult subjects. Some basic knowledge in a wide range of disciplines is necessary for anyone living in the modern society.Without some knowledge in math,physics and language which may seem unattractive to students at the first glance,it is impossible for anyone to live a decent life in today's world.An educational system that totally caters to the interests of students despite the practical needs will undermine the true meaning of education.
  In a word,education will achieve effectiveness when it cares about the interests and  needs of students. But a blindly indulge in interests only and ignorance of basic knowledge and practical needs will not prepare students for their future.
