Some people advocate that a public official must maintain the highest ethical and moral standards. Undoubtedly, high ethical and moral standards is one the important requirements of become an leader. Nevertheless, to be an effective also require some other virtues, such as intelligence, ambition.

Admittedly, the high ethical and moral standards is very important to become an effective leader, which can guarantee the leaders not to do something disgrace to harm the company, the nation. Without those virtues, a leader may be blinded by his inordinate ambition and selfish. The scandal of WorldCom is a case in point; the CEO of WorldCom make false accountant, which modified the serious of deficit of the company, to fraud the board and stock market, in order to refrain from being fired. When the scandal was exposed, the price of WorldCom dropped dramatically, and lead to the bankrupt of the company. Consequently, people prefer to choose an honesty leader to prevent from being the victims in leaders' game. Abraham Lincoln thought to be the most honest president in the course of American events, his high standard of ethical and moral and leadership help him won the respect from Americans and become an effective leader.

However, high ethical and moral standards are not enough to be an effective leader. The ambition is also very important to be an effective leader; Napoleon I said ( and I paraphrase):" If a soldier don't dream to be a general, he is not a good soldier." Only when a man have a dream to be an great leader, he will create and catch every opportunity, and work hard to actualize his dream; where is a will, there is a way. In addition, intelligent is also a fundamental requirement of an excellent leader; all the effective leaders in the human history are brilliant people, without the necessary intelligence, they can not successful organize and government a huge nation, even a small group.

It is not necessary for a leader to maintain the highest ethical and moral standards. As a politician or businessmen, we can require them all become the moral figures of the society, although that is the best situation. They just needed to maintain a relative high ethical and moral standards which accord to his position. Bill Clinton suffers the zippergate scandal, but he still regard as an effective leader due to his enough virtues of leader. However, if the leader maintain a low ethical and moral standards, such as the egoist --- Saddam Husein, he will be throw down by the just force.

In summary, the high ethical and moral standards is a necessary precondition of be an effective leader, but is not enough, an true leader require other above mentioned virtues. Personally, if the leader can maintain the highest ethical and moral standards and other required virtues, he is the perfect leader. :D  :D
