Is it necessary that for a public official insists the highest ethical and moral standard? As far as I am concerned, a political leader does not need to have the characters of the highest ethical and moral standards. Someone, who holds the opposite opinions, way mistakes the definition of a political leader, and amounts the policy to morality.

The main reason why I disagree with the statement is that it is impossible for anyone to become an ideal person with the highest ethical and moral standards. As the old saying "no person can acts as a saint ". It is the experience of our antecedents, however, it is correct in many cases ever today. Looking into the history books, people could not find out a leader or an ordinary person, who has the noble ethic. The hero in the history, somewhat, also has some character flaws. Jesus, with the highest ethical and moral, only live in the Bible. His stories have spread for two thousand years. No one can explicitly recode his real character. He is consider being a person with the noble characters, is that people apotheosize him as a spiritual leader. The famous leaders Martin Load King, and Gandhi, acknowledged as high-minded people, also have some  ch peccadilloes of characters. Hence, say nothing of a public official, impossibly become the ideal person.

Further, anther reason why political leaders are not needed to be a highest ethical and moral person is that they are assessed whether being an effective, not by the means of their moral but be competent for his position.  A president, if he can bring the harmony and development to his country, breed the thriving in his nation, in my opinion, he is worthwhile to be recognized as a successful leader. A leader of a party, if he can make his members win the most number of seats in the Congress, he is an effective leader. The effectiveness does not definite as the meaning of the highest ethic and morality. The case of President Bill Clitton aptly illustrates this point. His sex scandal once hit the mass media and rendered some problems in the whole country. People become concerned to discuss the issue whether a political leader should be honest to his citizens. Without honesty to his marriage and without forthrightness to the public, Clitton is not a leader, having the highest ethics and moral. However, we should admit that Bill Clitton indeed is an effective political leader due to his well performance and achievement in post. During the time of his term, the rate of unemployment decreased and was in a low level, America's economic developed, the nation's safety received guaranteed, and the interest of America was maximized in the world. Thus, Bill Clitton, although he could not be prized for his ethical character, indeed is an effective political leader.

However, to some extent a political leader is not required to be a person with highest ethical and moral standards, I advocate that a political leader should strive for becoming a person with noble character, being a paradigm, which is conduce to improve the moral atmosphere in the nation and the local place. For instance, President Washington, a great figure in American history, is considered to be sublime leader. People nearly deem him as the symbol of American spirits, such as fairness, justice, freedom. Such leader act as a beacon for his people, point the direction for the citizens, inspire them to seek to the high ethics and morals. Therefore, a political leader with the noble characters, is not only effective in their official responsibility, but also plays a role to spark his people.

In conclusion, a public official who are intended to be an effective leader is not necessary to maintain the highest ethical and moral standards, even impossible. However, we should emphasis on the advice that a political leader, with the noble characters, will render more benefit for his country and people.
