It is often necessary, even desirable, for political leaders to withhold information from the public.
------正文------

Today a hot debate has lasted for a long time: whether the political leaders should withhold information from the public? Some believe that it is their responsibility to tell the public what they are doing while others find it sometimes necessary or even desirable for political leaders to withhold information from the public. I generally agree with the author and I support political leaders to withhold some information for the public's benefits.

Undeniable, it is the public's right to know what is happening around them. And if the political leaders withhold something the public may possibly lose confidence in them and no longer support them. What's more, without the supervision from the public, political leaders may get into corruption and eventually do detriment to the society. So I find it necessary for political leaders to disclose most of the things.

However, there are some reasons or some situations that require the government to withhold information from the public. One reason may be for the success of some actions. Suppose that the government have some strategies to encounter national terrorists or drug smugglers for the purpose of the public. If the political leaders disclose these plans then it is surely to fail. In this case, it is necessary to withhold the secrets.

Another reason that supports the statement is to avoid public panic. Considering the epidemic SARS which spreads large areas in China in the year 2003, the government knew the results of disclosing the harm of the virus would be a great panic among the pubic. So the Chinese government withheld the information as well as treating the patients and stopping tourism. China’s success in controlling the SARS may help to illustrate some situation in which it is desirable to withhold information in order to avoid possible society disturbance.

A third reason that helps advocating the statement involves the security of the nation. The military information, the high-tech information and some other information alike, which is highly connected to the security of the nation must be kept from the knowing by the public. For example, during a war, the information about what actions the country is going to take is of significant importance to the country. If the public get to know these information then the enemy would have no difficulty to know, and they would take counter actions that would defeat the country. Also, the information about high-tech should be kept in secret. As we all know, the competition between different countries is in fact the competition of high-tech knowledge. If we disclose these information, we would lose the competition.

In sum, different situations require political leaders to make different decisions. Some information that is useful for the public to supervise the government and improve the efficiency should be disclosed while some that involves the society peace and security of the country should of course be withheld. All in all, no mater what decision the political leaders make, the main purpose is for the benefits of the public.
