The following is a letter to the editor of the Roseville Gazette.
'Despite opposition from some residents of West Roseville, the arguments in favor of merging the townships of Roseville and West Roseville are overwhelming. First, residents in both townships are confused about which authority to contact when they need a service; for example, the police department in Roseville receives many calls from residents of West Roseville. This sort of confusion would be eliminated with the merger. Second, the savings in administrative costs would be enormous, since services would no longer be duplicated: we would have only one fire chief, one tax department, one mayor, and so on. And no jobs in city government would be lost—employees could simply be reassigned. Most importantly, the merger will undoubtedly attract business investments as it did when the townships of Hamden and North Hamden merged ten years ago.'

In the argument the author recommends that merging the townships of Roseville and West Roseville is beneficial and could attract business investments based on his assumptions and experience of the merging of townships of Hamden and North Hamden. However, a close scrutiny would reveal several fallacies in the argument and thus render it unpersuasive as it stands.

To begin with, the author asserts that residents in both townships of Roseville and West Roseville are confused about which authority to contact when they need a service by citing such confusions in the police department. However, it is not necessary the case at all. Perhaps the police department in West Roseville locates far from some certain regions of West Roseville and its counterpart--the police department in Roseville is comparatively nearer. Therefore, in order to make the police faster to come, residents in certain regions of West Roseville would rather turn the police department in Roseville for help. Therefore, to erect a new police department in West Roseville would be a economical approach to these problems rather than the merging of the two towns.

Even if we concede that perhaps there are really some confusion in needing a service for police, the argument remains doubtful. Since the author fails to provide any other evidence to show such confusions, it is entirely possible that confusions of service only exist in police department and other departments of the town work well enough without such confusions. Therefore, lacking such evidence, the author's assertion of merging the townships is groundless and somewhat not cost-efficient.

Another point the author stresses is that the savings in administrative costs would be enormous and no jobs in city government would be lost. There assertions seem rational at the first glance, but when we take a deeper though on them we could find many unproven assumptions. Since no employees in city government would be lost--employees could simply be reassigned and services in government would no longer be duplicated, undoubtedly the government after emerging would become bureaucracy and service efficiency would surly become much lower than before. Furthermore, since all the employees are just reassigned and all needed to be paid, there would be not much savings in administrative costs especially when services are no longer duplicated.

Finally, the author unfairly assumes the experience of merging the townships of Hamden and North Hamden ten years ago would also be suitable to apply to the townships of Roseville and West Roseville. No specific information is shown to illustrate that its attraction of business could be attributed to the merging of Hamden and North Hamden. It is very likely that the favorable economic environment and the advantageous economic policies that were the real impetus for its economic prosperity. Even granted the merging of the townships could necessarily leads to attraction of business, it is not to say that it could be applied to the townships of Roseville and West Roseville since ten years is such a long period for any specially changes in the market and economics.

To sum up, though the argument seems to be rational at the first glance, it contains several flaws. To make the argument more convincing, the author should provide more specific information concerning the detailed situations in the townships of Roseville and West Roseville.
