The following appeared in a memo from Grocery Town's regional manager.
'The new Grocery Town store in Elm City, located near a new residential development, has a 'high-low' pricing policy where average prices are relatively high, but deep discounts are offered on some items in weekly specials. This store has been showing increased profits every month as the nearby residential development gets closer to full capacity. It follows that people prefer a pricing policy where they can find bargains on specific items. Since there is a new residential development planned in Oak City, we should change the pricing policy at all of our Oak City stores from our current 'everyday low prices' policy to a 'high-low' policy. This will increase the profits at all of our stores in Oak City.'

In this argument, the manager advises that all their stores should adopt the "high-low" price policy to increase profits based on his finding that a new Grocery Town store which also uses this policy in Elm City did gain more profits. While it may seems logical at the first sight, this argument is actually questionable for a few flaws as described below.
To begin with, the author fails in merely attributing the increase of profits of the new Grocery Town store in Elm City to the effect of the "high-low" policy they use. In fact, there are always many factors that can affect the profits which are simply ignored by the arguerarguer是辩论者, 争辩者,改成author就可以了. For example, if the new Grocery Town store in Elm City successfully decreased its cost, such as by employing less worker , by improving efficiency, etc, then even if the price policy didn't attract more customers, its profits may also rise. Besides, just as mentioned in the argument that the store's profit has been increasing with the nearby residential development, then it is possible that the profits is due to the more people moved in instead of the working of the "high-low" price policy. Thus, to convince us about the true effect of the price policy, the author needs to take all alternative factors into consideration.
Further, even if we admit the success of "high-low" policy in the Elm City, it is a;so hasty for the author to blindly adopt it without careful comparision of the two cities. In the argument, we could hardly find any evidence concerning the similarities orand differences between the Elm City and the Oak City, such as the population, people's average income, people's shopping habits, etc最好不要用这种词,改为and so on. Without considering these factors that are quite critical in deciding whether a policy working in one place will be equally effective in another may leads to unwise or even bad decisions. For instance, if the people in the Elm City earns more averagely than those living in the Oak City, which enable them to consume more high-price products provided in the new Grocery store that results in its profits' increase, then people in Oak city who earns less may prefer low-price things more, which in the contrary just support their current policy of "everyday low prices".Therefore, more deeply inspection on the markets of the two cities should be done by the author to make his advice.
Finally, the author made a groundless generation of requiring all stores in the Oak City adopt the policy. Similarly to the difference between cities, the distrincts in a city are also quite different from each other in many aspects,such as the constitution of the habitants, the existing stores there, the habitant's purchasing power, etc,which may all affect a store's profits. Say, if there's already a store selling high-price products in a distinct, or if the people in the area are mainly relative poor ones, then the author's store in this distinct may better maintianmaintain its current policy .In a word, the policy a store should adopt should always be made based on a case-to-case inspection and it is dangerous to apply a policy to all.
In sum, the author fails to convice us of his advice for ignoring or neglecting a few critical issues in his deduction. To justify his suggestion, he needs to do more inspection on the causes of the new Grocery Town store's profits' increasing as well as on the different situations of separate areas where his stores are.
