The following appeared in an environmental newsletter published in Tria Island.
'The marine sanctuary on Tria Island was established to protect certain marine mammals. Its regulations ban dumping and offshore oil drilling within 20 miles of Tria, but fishing is not banned. Currently many fish populations in Tria's waters are declining, a situation blamed on pollution. In contrast, the marine sanctuary on Omni Island has regulations that ban dumping, offshore oil drilling, and fishing within 10 miles of Omni and Omni reports no significant decline in its fish populations. Clearly, the decline in fish populations in Tria's waters is the result of overfishing, not pollution. Therefore, the best way to restore Tria's fish populations and to protect all of Tria's marine wildlife is to abandon our regulations and adopt those of Omni.'

The argument concludes that in order to restore Tria's fish populations and to protect all of its marine wildlife, Tria should abandon their regulations and adopt those of Omni. However, this argument is flawed in several critical respects.

To begin with, the arguer unfairly assumes that the decrease of fish populations in Tria's waters is due to overfishing. Yet this assumption is unwarranted. For one thing ,we are not told (anything)about the fishing products in Tria. It is entirely possible that the overall amount of fishing product is also decreasing somehow. For another, there are a myriad of explanations for the diminishing fish populations. Perhaps the fish in Tria's waters swim to other places to lay their eggs or for more abundant food. Or perhaps multitudes of fish suddenly die of an epidemic disease. The assumption that overfishing alone causes the diminishing fish populations, however, is severely weakened by either of the two scenarios.

In addition, the assumption that pollution is not responsible for the decrease of fish populations in Tria is open to question. Although Tria has adopted regulations that ban dumping and offshore oil drilling within 20 miles of it, other pollutants may also account for the diminishing fish populations. Maybe water contaminated by the oil leakage beyond 20 miles of Tria has flowed into the marine sanctuary. Or fish die of polluted air or noxious factory gases from Tria. Without considering and ruling out these alternative explanations, the arguer cannot convince me that the falling of fish populations in Tria does not result from pollution.

Third, whether Tria will successfully restore its fish populations and protect all its marine wildlife by emulating Omni is open to doubt. After all , no information tells us that the water conditions, fish types, and other crucial circumstances of Tria is exactly the same as those of Omni, then what proves to be effective in Omni may not work out in Tria. Nor we know anything about the marine wildlife conditions in Omni. If the marine mammal populations( in Omni) decrease at the same time, then the arguer's recommendation of adopting Omni's regulations is unconvincing.

In conclusion, this argument is weak in several grounds. To strengthen it I need to know more detailed information of Tria's fish populations and water conditions, as well as those of Omni.
