Argument24:
The following appeared in a memo from the president of Viva-Tech, a manufacturer of high-tech medical equipment.
'In order to reduce costs, we should close some of our existing small assembly plants and build a large central plant. Grandview would be an ideal location for this new plant. First, of the locations that we have considered, Grandview has the largest adult population, so that we will be able to staff our plant quickly and easily. Second, since the average wage earned by workers in Grandview is less than that in the other locations, we should be able to keep production costs low. Last, as an inducement for us to build there, Grandview's town council has offered to allow us to operate for the first three years without paying city taxes.'

In this argument, the president reaches the conclusion that Viva-Tech should build a large central plant in Grandview and close some of their existing small assembly plants, based on the expectation that this strategy could reduce their costs. To support his argument, the president points out that it is relatively easy for them to employ workers in Grandview and the salaries are expected to be very low. Furthermore, he cites that town council there has offered to allow them to operate without city taxes for the first three years. It seems that this is a tenable argument which is based on stable evidences. However, careful examination on this argument reveals it an unconvincing one.

First of all, the argument relies on the threshold assumption that building a large central plant would inevitably reduce the cost of production. Unfortunately, the president provides no evidences to substantiate it. And no information indicates that small plants would lead to a higher cost. Thus, before making such a hasty decision, the president should carry out a cost-and-profit analysis.

Secondly, even concede that a large central plant would necessarily reduce the cost of production; it lends no support to his recommendation that they should build it in Grandview. The mere fact that Grandview has the largest adult population does not indicate that Viva-Tech could staff their new plant quickly and easily. Maybe the literacy level of such adults is so low that they can not accomplish the high-tech job given to them. Besides, the president also overlooks a possibility that those people may have their jobs right now and would not be willing to work for Viva-Tech. Without ruling out such possibilities, the president's argument is terribly flawed.

Thirdly, the president unfairly equates the cost of production to the salaries paid to employees, which is absolutely unwarranted. The cost of production consists of many possible factors. e.g. the cost of translation, or the cost of training the employees who are not competent to complete their current jobs, and so on. Each of the above factors contributes a lot to the total cost of the production.

Last but not the least, the fact that Grandview's town council has offered to allow Viva-tech to operate without city taxes for the first three years lends no support to the president's recommendation. Perhaps some other city council could offer them to produce without four years’ taxes. And, if it is possible, maybe taxes of Grandview after the first three years are very high, and higher than that of any other cites. Clearly it is an adventure to build the central plant in Grandview.
To sum up, the argument is a unconvincing one as it stands, since it suffers from logical flaws mentioned above. To make it more persuasive, the president should analyze the cost and profit of large plant and small plants. Besides, a survey is needed to investigate the conditions of adults there to confirm that they are competent enough to complete the work. Finally, to better evaluate the argument, we also need the information concerning other places' policies and circumstances.
