Argument137  
------题目------
The following appeared in an editorial in the Mason City newspaper.
'At present, Mason City residents seldom use the nearby Mason River for any kind of recreational activity, even though surveys of the region's residents consistently rank water sports (swimming, fishing, and boating) as a favorite form of recreation. Since there have been complaints about the quality of the water in the river, residents must be avoiding the river because they think that it is not clean enough. But that situation is about to change: the agency responsible for rivers in our region has announced plans to clean up Mason River. Therefore, recreational use of the river is likely to increase, so the Mason City council will need to increase its budget for improvements to the publicly owned lands along the Mason River.'

In the memo,the author recommends that the river of  Mason City will be used increasingly and the coucil should instill more budget to improve the river bank.The author then cites that    the angency has planned to make the river clean to bolster his/her reasoning.Through cautious scrunity ,however,I find that a few logical mistakes has weakened the author's reasoning.

One problem with the argument is that whether the survey on the Mason City residents are persvasive enough to come to the author's conclusion that  the residents most favarite sports is water sports.However,the author's recommendation is based on the statistics which is vague lending little support to the argument.What is the total amount of the residents anticipated in the survey?Are they representative of the residents in Mason City?And are they reliable in themselves to respond to the  survey?Lacking these information,it's quite possible that the residents in Mason City acctually do not like water sports at all,so it is not strange that the Mason River is hardly used.

Another problem with the survey is that the author unfaily assumes that the residents's seldom visiting the Mason River is only because Mason River is so badly polluted that they are not inclined to do their favourite sports. Perhaps the river is in the skirtditrict that are far far away from the city centre which is inconvinient for  the residents goning there for fun.Perhaps they just don't like the enviroment around there,Without  ruling out such possibilities,the author cannot convince me only by infering that the residents consider the river too dirty to play their favourite sports.

Moreover,the author concludes too hastily that the coucil's anoucement will surely bring more residents engaged in the recreational activities along and in the river . Perhaps it's just their exuse to palter to the mulicipality and the residents.It' s also unconvincing that the budget instilled into the improvement of the bank will be act.In that case,the residents may be still unwilling to enjoy themselves in use of the river for other resons such as long-term terrible wheather.  

In sum,the author's reasoning is dubious that renders it unconvincing as it  stands.I need more specific considerations about the survey and the author should provide more plausible evidence to prove the residents ' seldom going the river is because of the river's uncleaness.To better evaluate the argument,a careful circumspected plan should be made about the invest in the river 's rebuilt.
