请教两道语法题

    根据and前后成分一致应该是cooling错了，但我不明白为什么用some kind of而不是some kinds of。

2。Throughoue the 1930's,United States government patronage the arts was concentrated in the section of the Works Progress Administration known as Federal One.
    这道题怎么改啊？
