People, especially in today's highly developing world, lead an intense life to pursue their goals, every little aims in their daily life and their final dream -- the biggest goal. They try the best to attain every goal by all kinds of means, but not all means they could taken can be considered justifiable.
People would not appreciate those inappropriate or evil goals, whatever it may seems worthy for some ones. Human beings are born to consider themselves more important than others. Though during the process of growing people learn the importance of generosity and consideration for others, they may still prefer to things benefit themselves while in some degree harm others. I think nobody would consider the goal of Hitler -- to annihilate the Jewry and predominant the world was justifiable to attain. Thus, before to judge the justification of the mean, we may first weigh the positive and the negative the goal may have on the majorities. The worthy goal should not only benefit individuals.
Furthermore, among various means to attain a goal, justifiable itself, not all can be consider proper to use. Some governors and managers of corporations may bribe each other for getting money and power. They pay some money and piles of cajolery and attain the goal really worthy for them, but other common people will not appreciate them and their dealings. Admittedly, money is one of the main purposes people work for, and it is people's nature to pursue a well-improved life with enough money. Most people earn their high salary and good job by their own effort. Though this way seems much harder and slower to get enough money and improve their life than bribe, the justification makes people to enjoy their life without guilty.
Moreover, the justification of goals and the means to attain them should relate with both laws and moralities. Though the legislation modify laws again and again to ensure its integrity, it is inevitable to have some flaws. Some people may use them to get their selfish aims, escaping the punishment of law. Nevertheless this kind of means still goes against the morality, and popular may keep these people away from their life. And people may kill someone as result of being insulted or long-time ill treated. Popular may feel pity for them other than look down on them, whereas no one could keep them away from the punishment of laws.
In conclusion, the judgment of justification could not be only based on whether the goal is worthy or not. Since everything in world has its benefit and harm, we should weigh the pos and cos of the goal and the means to attain it. Also, we should consider the limitation of laws and moralities.
