3.  Official Scores (verbal, quantitative, and analytical writing ) from the Graduate Record Examination General Test (GRE).
Submit scores to Institution Code 2660, Department Code 1203  
4.  All international applicants whose first language is not English must take the TOEFL (Test of English as a Foreign Language) examination. A TOEFL score of 600 on the paper test or a score of 250 on the computer-based test is required for admission.  Submit scores to Institution Code 2660, Department Code 66
5.  Two official transcripts from each institution attended
6.  Statement of Purpose (a description of relevant experiences, technical interests, and the proposed field of study)  
7.  Three (3) letters of recommendation  
8.  Completed Electrical Engineering Department Supplemental Application

We do not have a minimum requirement for GRE scores, however, the average scores for admitted students last semester was V-550, Q-770, and AW-4.5.  The Toefl score must be 250 or higher.

1) Graduate Admissions Requirements for Computer Engineering

Applies to students without a B.S. Degree in Computer Engineering from an ABET-accredited institution.

Basic Science: at least one course in a basic science, preferably chemistry (e.g. CH 101).
Physics: at least two courses in calculus-based physics including at least one laboratory (e.g. PHYS 122, 221, 223).
Mathematics: the equivalent of the Clemson calculus sequence (e.g. MthSC 106, 108, and 206), ordinary differential equations (e.g.MthSC 208), discrete structures (e.g. MthSC 419), and theory of probability (e.g. ECE 317 or MthSC 400).
Computer Science and Engineering: one course in each of logic design (e.g. ECE 201), circuits (e.g. ECE 202, 211), programming methodology (e.g. CPSC 210), principles of computers (e.g. ECE 272, operating systems (e.g. ECE 329), and computer interfacing or organization (e.g. ECE 371).
Linear Systems Analysis: one course (e.g. ECE 409 or 330).
Engineering Science: one junior level course (e.g. ECE 320).

2) Graduate Admissions Requirements for Electrical Engineering

Applies to students without a B.S. Degree in Electrical Engineering from an ABET-accredited institution.

Anyway, if your major is CE or EE, you should be fine, since uaually chinese undergraduates get more coursese than american kids.

Admission Requirements
Deadline for all M.S. applicants is January 5 for fall term admission. Deadlines for Ph.D. applicants are January 5 for fall term admission and October 1 for spring term admission. Admission materials are available from the Office of Graduate and Professional Admissions, 18 Bishop Place, Rutgers University, New Brunswick, NJ 08903.

Admission is competitive. Some applicants who meet or surpass the minimum requirements may be denied admission. Admission is recommended by the Electrical and Computer Engineering Graduate Admissions Committee and must be approved by the dean of the Graduate School.

Foreign nationals can only have full-time student status. US Citizens or Permanent Residents may have either full-time or part-time student status. Part-time students are subject to the same admission requirements as that for full-time students.

2.1. M.S. Program
The requirements for admission into the master's degree program are:


A bachelor's degree in Electrical and/or Computer Engineering with a minimum grade point average (GPA) of 3.2 on a 4.0-point scale.

Three letters of recommendation

The general Graduate Record Examination (GRE). The minimum expected scores are:
Verbal 600, Quantitative 730, Analytical 660. The subject GRE in engineering is not required.

In addition, the Test of English as a Foreign Language (TOEFL) is required of all foreign applicants whose native language is not English unless an undergraduate degree was received in the USA. A minimum score of 250 is expected. Students who obtain a TOEFL score below 250 may be accepted in exceptional cases, but will be required to attend classes in the Program in American Language Studies (PALS). This score corresponds to the new TOEFL Scores: Writing 22, Speaking 23, Reading 21, and Listening 17.

Students with bachelor's degrees in closely related areas such as Physics, Computer Science, Applied Mathematics or Engineering Technology may be considered for admission if they have outstanding GPA's and GRE's and after the following undergraduate electrical engineering courses are completed with a grade of B or better:

2.2. Ph.D. Program
The requirements for admission into the Ph.D. degree program are:


A master's degree in Electrical and/or Computer Engineering with a minimum GPA of 3.5 on a 4.0-point scale and an undergraduate GPA of 3.2 or better.
Letters of recommendation.
GRE examination with the same minimum scores as for the M.S. program.
Foreign applicants whose native language is not English and who have not received a bachelor's degree in the USA must also submit their TOEFL scores.

Students with masters degrees in closely related areas such as Physics, Computer Science, or Applied Mathematics may be accepted on the condition that some or all of the undergraduate EE courses listed in Section 2.1 be completed with a grade of B or better.

Students who have completed the M.S. degree requirements at Rutgers and wish to continue for the Ph.D. must meet the 3.5 GPA requirement and submit a change of status form to the graduate director for approval. Foreign students are also required to obtain the approval of the Financial Aid Office regarding their financial status. Final approval is made by the Graduate School.

(I have not found any minmum requirement, but some contact info. And there is another good thing that they ask you to send everything directly to the Dept instead of Graduate school. You might just try copy of G T sccors report and might be possible to waive your application fee as well.)
