观点：基本同意演讲者的观点， 即行政人员必须保持高尚的品德和情操。
1、        公务员在社会中的作用和职能，即扮演的角色，职能发挥和品质道德水平的关系
2、        具有良好品质的公务员对社会的影响
3、        具有恶劣品质的公务员对社会的影响
4、        小总结，提出现实中出现的公务员的素质问题，强调品德的重要性。另外一方面，公务员除了高尚的品质之外，还需具有的素质（综合性素质的公务员）

As soon as I am concerned, no matter how the world changes, the most significant factor to a public official is still their ethical and moral level. It is why I essentially uphold the speaker’s point. However, part of people today, especially some officers themselves, aver that the position of public officials is equal to that of staffs working in private companies who usually neglect their ethical and moral standards. Against this incorrect social view, I will display my evidences from several respects as follow.

At the beginning, we should recognize what public officials’ function or role is in society. Common sense tells that official is often called servant too, which indicates the natural role officials play is servants of public and their work is offering service for the public. Based on this uncontroversial principle, it is obvious that the importance of the ethical and moral standards to officials because it directly influences the quality of service supplying to public.

  If a public official keeps the highest ethical standards which welcome paying more attention to citizens, accepting suggestions from the crowds modestly, striving to solve different classes’ problems and meanwhile being critical and rigid to himself or herself and so on, the public will get biggest benefits and live in democratic society. Only at this time, officials who own highest moral level could be deemed public servants, for the crowds have got the government’s heed and got what they want. When public officials who delegate the government could build a moral example to the public, the crowds under the control of the government will also keep the high ethical and moral level and finally the whole society will be in a better moral environment, which shows a beneficial circulation in society and officials’ morality is the source.

  In contrast, if the officials on the highest position in society take advantage of their power to create benefits for themselves based on the sacrificing the public’ benefits, such like corruption, privilege and other guilty behaviors, the fairness of society will lose, the public’s dissatisfaction will project and a set of violence or demonstration will broke out, which indicates a negative circulation in society and official’ ethicality is the cause.   
  
  Taking into account the different results above, it proves the speaker’s conclusion that to be an effective leader, a public official must maintain the highest ethical and moral standards. Nevertheless, nowadays, with the technological, constructional reformation, the other characters of officials are more concerned, such like the professional knowledge, personal charm and the like. We have to admit these characters of official are required in the modern time for these factors accord to the need the development of electronic government. For instance, administration and information knowledge of official is helpful for managing the errands effectively in the government. But all the factors are based on the morality of officials. That is, without this requirement, any other advantage will lose its function. Common sense indicates that a bad moral official will soak out the public’s blood one day.

As soon（我觉得是far吧？） as I am concerned, no matter how the world changes, the most significant factor to a public official is still their ethical and moral level. It is why I essentially uphold（good word!) the speaker’s point. However, part of people today, especially some officers themselves, aver(?) that the position of public officials is equal to that of staffs working in private companies who usually neglect their ethical and moral standards. Against this incorrect social view, I will display my evidences from several respects as follow.

Common sense tells （us） that official（这个official是指所有官员吗？包括非公共的？） is often called servant（HAHA，太中国化了吧？） too, which indicates the natural role officials(add a "should") play is servants of public and their work is offering service for the public. Based on this uncontroversial principle, it is obvious that the importance of the ethical and moral standards to officials because it directly influences the quality of service supplying to public.(个人觉得还应该再说一下为人民服务和道德的关系，并不是没有道德的人就不能为人民服务）

没有跑题，不过我觉得最后一段是不是有点罗嗦，没有必要说那么多，感觉有点不太相干，其他素质和道德伦理也是不冲突的啊，个人意见。。。
