TOPIC: ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."
WORDS: 598          TIME: 上午 12:45:00          DATE: 2006-7-24

Whether it is necessary for a leader to maintain the highest ethical and moral standards in order to be an effective one? Looking throughout the recorded history, and seeing various leaders around us today, the answer emerges, which is in accord with my assertion: that is, given the significance of the strict adherence to the highest ethical and moral standards, there are far more important factors for a leader to be the effective one.

Casting a glance into the field of politics, however sophisticated and complicated the political world is, we would find that there invariably lie some principles for a leader to be effective. The so-called the principles are constituted by two aspects, at least partly: high ability in organization and fluent competence of intercommunication.

The primary character of an effective leader is the high ability of organizing. Due to this valuable quality, one is endowed with the charisma, which exerts its special functions throughout the holistic leading process of attaining a particular goal. After all, not everyone is fortunate enough to own this character. To be an effective leader, the competence of charisma requires one make a common aim, set a particular and strong culture into the group he/she leads, examine the conditions when the goal is put into practice, and correct the deviated errors during the course, and most importantly, hold every member together, and make the group orderly, vivid, and effective. Consider, for example, Edward Whitacre, the CEO of the AT&T, makes everyone in the enterprise has strong and common belief and practice his requirement effectively because of his great leading charm. Thus, to be an effective leader, for every competence one, he/she must own and exert the organizing ability in leading.

As for intercommunication, it acts as the other one of the most key characters in shaping an effective leader. Intercommunication, a complex yet a quite useful tool, is based on the interaction and interdependence among individuals. It could be compared to the glue, which keep the staff and the leader together, blurs the boundaries among people, and make them a whole seamlessly. With this valuable quality, each member of the group bears the same goal, make efforts into a stream, practice the ordinance of the group leader effectively and efficiently, just like the Wal-mart work teams throughout the world. Who should be prized firstly? Undoubtedly, it is the leader who masters the skill of intercommunication leads a team to achieve the efficacy.

Nevertheless, the strict adherence to the highest ethical and moral standards serves a supplement factor in forming a leader of high efficacy. If not, the drawbacks involving mores can only stint the achievements a leader has made, like the scandal of Clinton, who is involved into the love affair with Lewinsky. As for the positive ones, who have high ethical and moral standards, their leading roles upgrade, their images are brightened, and their supporters enlarge. Our history is replete with such examples, such as the leader of the non-violence movement, Gandhi, and the objector of racial discrimination, Martin. L. King. Thereby, the strict adherence to the highest ethical and moral standards can instill some positive effects, such as lifting a certain leader's image, though it may be not absolutely necessary quality for an effective leader.

Simply put, to be of high efficacy, there are far more critical factors for a leader to learn, to master, and to exert. Such factors include the capability of organizing as well as the communicating with others, either the upper grade or the subordinates. Aside from the two, maintenance of ethical and moral standard can only supplement brilliance to a leader and brighten his/her image.

Whether it is necessary for a leader to maintain the highest ethical and moral standards in order to be an effective one? 单独用throughout就可以了] the recorded history, and seeing various leaders around us today, the answer emerges, which is in accord[in accordance with…] with my assertion: that is, given the significance of the strict adherence to the highest ethical and moral standards, there are far more important factors for a leader to be the effective one. 。to some extent:)]

Casting a glance into the field of politics, however sophisticated and complicated the political world is, we would find that there invariably lie some principles for a leader to be effective. The so-called the[去掉the] principles are constituted by two aspects, at least partly[这个插入语,不明白什么意思。。 。]: high ability in organization and fluent competence of intercommunication.

The primary character[用merit是不是更好?] of an effective leader is the high ability of[in] organizing. Due to this valuable quality, one[one指代不是很清楚,用Leader吧] is endowed with a greatly and strongly attractive power, which exerts its special functions throughout the holistic process of attaining a particular goal. After all, not everyone is fortunate enough to own this character. To be an effective leader, the competence one make a common aim, set a particular and strong culture into the group he/she leads, examine the conditions when the goal is put into practice, and correct the deviated errors during the course, and most importantly, hold every member together, and make the group orderly, vivid, and effective. ~~~]Consider, for example, the enterprise Samsung in Korea, whose leader has the high ability in organizing the company, making everyone in the enterprise has strong[solid, strong普通了一点哈] belief and practice his[who?leader么? Thus, to be an effective leader, for every competence one, he/she must own and exert the organizing ability in leading.[前面的分析很不错,但是感觉这个例子要么不是非常合适,要么没有分析透彻,我觉得如果要写组织能力重要的话,这种例子最多的就是军队里了(寒一个,军队是不是public officials?)]

As for intercommunication, it acts as the other one of the most [most important] key characters in shaping an effective leader. Intercommunication, a complex yet a[没有a] quite useful tool, is based on the interaction and interdependence among individuals. It could be compared to the glue, which keep[combine] the staff and the leader together, blurs[。。。 the boundaries among people, and make them a whole seamlessly[seamlessly放在whole前面感觉好]. With this valuable quality, each member of the group bears the same goal, make efforts into a stream, practice the ordinance of the group leader effectively and efficiently, just like the Wal-mart work teams throughout the world. Who should be prized firstly?[问了问句得要回答。+说的~~赫赫,要么陈述,要么回答一下吧] Undoubtedly, the leader who masters the skill of intercommunication could achieve the efficacy to a large extent.

Nevertheless, the strict adherence to the highest ethical and moral standards serves a [indispensable] supplement factor in forming a leader of high efficacy. If not, the drawbacks in the mores can only stint the achievement a leader has made, like the scandal of Clinton, who is involved into[in] the love affair[love affair么? As for the positive ones, who have high ethical and moral standards, their leading roles upgrade, their images are brightened[为了排比结构上的一支,这个are还是不要了吧~~], and their supporters enlarge. Our history is replete with such examples, such as the leader of the non-violence movement, Gandhi, and the objector of racial discrimination, Martin. L. King[有人提出认为Martin不是officials不能作为例子,我不确定,供参考]. Thereby, the strict adherence to the highest ethical and moral standards can instill some positive effects, such as lifting a certain leader's image, though it may be not necessary for an effective leader.

还有,the public official并未体现出来,whether the instance regarding the Martin.L.King should be classified into the group of public officals seems questionable, really.
