Today, with the development of mass media and high-tech device, public leaders have been more and more come into the concentration of the whole society. Then, there seem to be many discussions and controversies around them because of the effectiveness and morality standard. As far as I am concerned, morality, though important, is not the fist criterion to the public leaders.

First of all, unlike morality leaders, the most essential requirement for a public leader is whether he/she will bring the prosperity and development to his team. Moral leaders think in terms of a deontological approach to the ethics and morals while the political leaders think in term of consequences or a utilitarian approach to the ethics and morality. Admittedly, both morality and politics serve and regulate human behaviors. They differ, however, in the strength of their regulation and demand different, though related, personal qualities. In the political arena, even a cursory review of the private lives of the past presidents reveals substantial evidence that both Franklin Roosevelt and John Kennedy have extramarital affairs; Tomas Jefferson, many believe, fathered children by one of his slaves, and Grover Cleveland confessed to having an illegitimate child. However, all of them are eminent and outstanding in their periods and contributed much to the history of America. When it comes to the business world, no doubt that an executive will be called "eligible" without any achievement in the sale record only be considered as " morality". Therefore, from this point of view, eminence and ability outweighs morality to a public leader.

In the second place, there exist some conditions inn conflict with the policy and goals of the public leaders, requiring them to make decisions outside the bound of morality. A public leader's job is to build, maintain and expand the wealth, prosperity and politician influence of the nation, district, country, state or enterprises. This is his/her primary concern. Many more times than you and I would like to think, realizing these goals require them to make choices that are outside the bound of the morality. The political leaders are always exerting some little tricks on the global competition among different countries; an executive may secretively lure elites in his rivalry with attractive salaries and high position, persuading them to exhibit their intelligence and brilliance in his enterprise. The strategy, which is considered to be notorious and sneaky, not only undermines the strength of his competitor but also meliorate his source as well as spirit.

Admittedly, the ignorance of morality will lead to the deviation of the value system of the society, which is a serious disaster to the whole country in the long run. The public leader is a model and representative of the whole society, and people might be influenced by them in an subtle way. What is more, the morality deficiency will incite the loss of the confidence of the citizens. One should look no further than the consequences the Watergate Episode had brought to the US. It renewed the public cynicism toward the government that had lied to the people and violated their civil liberties. Just as one bumper sticker said:" do not vote for them, it just encourage them"

In conclusion, I hold the belief that morality is not the fist criterion to judge the effectiveness of the public leaders，not only because the boundaries between the two field is too flexible, but also the specific condition a leader faced with. The interaction between the two mechanisms depend on objective possibilities of achieving class, national and state goals by acting in accordance with, or neglecting, respective moral values and norms.
