235.The following appeared in a memorandum from the general manager of KNOW radio station.

"Several factors indicate that radio station KNOW should shift its programming from rock-and-roll music to a continuous news format. Consider, for example, the number of older people in our listening area has increased dramatically, while the total number of our listeners has recently declined. Also, music stores in our area report decreased sales of recorded music. Finally, continuous news stations in neighboring cities have been very successful, and a survey taken just before the recent election shows that local citizens are interested in becoming better informed about politics."

To support that, he points out several facts: the increase in the number of older people in their listening; the decrease in sales of recorded music; the success of continuous news stations in neighboring cities; fourth; a survey taken before the recent election showing interests of local citizens in becoming better informed about politics. At first glance, the argument seems plausible. However, through close consideration we can find that there are several flaws there.

First of all, the fact that the number of older people in their listening area has increased, while the total number of their listeners has recently declined, has little indication that a continuous news format will attract more listeners. Although there are more older people listen to their program, the total number of older people may be still a very small part of the listeners. Young people may always take the primary part. In this case, if KNOW radio station has changed their program from rock-and roll music to a continuous news format, they may lose a large listeners and the popularity of their radio may decline.

Further, the manager has made several false comparisons. One of false comparisons is that the decrease in sales of recorded music reported by music stores has nothing to do that people's interests toward rock-and-roll decreased. To the opposite, it is very likely that as people becomes more interested in listening to the radio and they no longer buy recorded music because it will save much money. The other one is that the success of continuous news stations in neighboring cities may have no link with that that will also realize in their area. No information shows that the situations are very similar in neighboring cities and their area. So it is hardly to say that a continuous news format will be success in KNOW radio station.

Finally, a survey taken before the recent election showing interests of local citizens in becoming better informed about politics have little indication about that people will also keep the same attitude in future. As the recent election is often a big event to people, there will be a period that people highly concerned to the reports on it. But it will not take a long time, as a result of which it is very possible that after the election few people would still listen to the radio.

To sum up, the manager’s recommendation is not sound, because most of his assumptions are unsubstantiated. To well support his recommendation, he should take more information to investigate what kind of people are like a continuous news format and analyze that whether they take a large part of total listeners. Take more information from other radio stations and check that whether some of it will help KNOW radio station in transforming its programming from rock-and-roll music to a continuous news format.
