TOPIC: ISSUE56 - "Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."
WORDS: 564 TIME: 0:50:00 DATE: 2006-9-4
In this era of science and technology improving fast, new technologies can help people to solve some problems, but some issues still exist and are difficult to manage, which need a lot of money and time for government to solve them. In this situation, there are a controversy that whether government should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future. Solving immediate problems is important to human; however, the importance of the anticipated problems of the future can not be neglected.
In today's world, there are several serious problems which should be solved as soon as possible. Famine is the most obvious problem, which threaten millions of people's lives, especially in the Africa. Because many countries there are very poor and they do not have sufficient money to support their agriculture. In addition, some small conflicts and drought happened in these countries every year, which exacerbated the living condition of people in these African countries. In the East Africa countries, such as Ethiopia and Kenya, without government support, 11 million people would be starved. A survey by UN indicates that if governments do not focus more on solving this immediate problem, the shortage of food would become worse, and 42 million children would suffer malnutrition caused by starvation. Hence, at this situation governments should focus more on solving the shortage of food rather than any other problems in the future.
Another crucial problem should be paid attention is education. The meaning of education is significant. Education is the way to improve children's ability of developing society. If government takes account of education, this policy would make a country progress obviously. The best example is Japan. Because of Japanese government regarded education is an immediate and essential problems and used a big amount of money to support education, Japan's economy could increase sharply after World War II. Unfortunately, more than 100 million children are still unable to go to school, 97 percents of which are in the African countries. If people do not solve the education problems, it is impossible to help these countries get out of poverty and unwisdom. Therefore, it is more necessary for government to improve children's education condition for these countries.
However, supporting to research the anticipated problems of the future could also bring much benefit to people. For example, today many countries are studying the bacterin of AIDS. Although it is difficult to achieve immediately, government should insist on this project, because successful inventing this bacterin would save millions of people's lives in the future. The contribution of this achievement is indubitable. Moreover, another long-term project also should be solved in a short time. That is decoding human genome project, which is a huge and difficult problem. People can not use the fruit of this project immediately, but many scientists indicate that many serious diseases are related with human genome. In the future, people can find methods of curing diseases in the aspect of genome. These two examples demonstrate that to study the anticipated problems of the future is important too.
In conclusion, both immediate problems and the anticipated problems of the future are necessary. There is a balance point between these two kinds of problems. To find this point, and to use money at the most needful fields could have more positive effects to people. |
