number sth among sth的 意思是把...归到...一类中去

Among the many ___of the project expence cannot be numbered; the goal of the project's promoters can be achieved with impressiive___

前一个分句和后一个分句没有转折，所以应该是一个意思，只不过补充说明一下而已。

其实句子的意思是：开销不能算做着个项目诸多弊病之一,项目的倡导者可以花很少的钱就完成目标. 这样解释逻辑才成立（ 言下之意，这个项目的开销低大概是它的唯一优点了...)

楼上的看仔细了，句子解释没有错。但对于number的解释确实不是很准确。而expence也确实是线索:)
