I basiclly agree that scandals-wheher in politics, academia, or other areas-can be useful, and they focus our attention on problems in ways that no speaker or reformer ever could. However, if people overestimate the function of the scandals, it will  do harm to not only the individuals but the society. Therefore, in my view, scandals have two functions: supervization and admonition, and the scandals should be controled in certain scope.

First of all, the scandals can help people to supervise authorities behaviors. For instance, Hwang woo-Suk, South Korea biomedical scientist, professor of biotechnology in Seoul National University, who came to focus for claiming a series of breakthroughs in the field of stem cell research. His papers which published in journal Science in 2004 and 2005 about successfully creating human embryonic stem cell by cloning have editorially retracted after being found to contain a large amount of fabricated data. He has admited to various lies and frauds. Without scandals' effective supervization, authorities might abuse those power.

Furthermore, scandals can admonite the subsequencer to obey the law or moral standards. For example, corruption of the official is a general problem in many countries, these official use tax payer's money to benefit own demand even it is illegal. Explosure of scandals about these official will bring them into the punishment of society and law, which is the best admonition for the subsequencers who want to abuse their power later. Without those alerts, these new comers might not know what consequence will come after they using their power at will.  

However, scandals out of control will lead to disturb for both people and society. A good example can give some light to this point; as we all know, the scandal about Clinton and Lewinsky is lasting about 2 years, and the result of this scandal is the apology of Mr.Clinton about his providing fake evidence. It cost a lot of money, time, larbors, and other resource from tax payer for the conflict of the two party. These resources should be used wisely in more urgent affairs. Without controlling scandal's scope, it will cause not only waste of materials but barriers for the improvement of society.

All in all, scandals have their funtions of supervization and admonition to authorities or anyone in power, Only by using scandals properly can we improve the efficiency of power being used. Only through scandals can we prevent the abuse of power.
