Government should preserve publicly owned wilderness areas in their natural state, even though these areas are often extremely remote and thus accessible to only a few people. 政府应该保护公共所有的野生地区,使得它们维持自然的状态,即使这些地方十分的偏远因而大多数人无法到达。

First, there are plenty of rare and precious animal and plant resources in the wilderness areas, which are of great scientific research value. Furthermore, many species are so few and valuable that they will be eternally distinct if there are not any protection measures for them, which will be the immeasurable loss for us, even the humankind. Second, the conditions of the wilderness areas have an important impact not only on the overall circumstances and climate of that region, but also on the whole ecosystem. If the vegetation is destroyed too badly and severely to flourish again, for example, the following terrible consequence may be probably aridity and accordingly that many herbivores are losing their food sources and will gradually die out. If herbivores die out, so do carnivores.

Furthermore, the wilderness areas are easily to be effected negatively by the rude behaviors of the humankind, though in the remote ones where only a few people can arrive at. In fact, because of the greed and lust for money, many illegal hunters have killed many rare animal species and so brought a great harm to the wilderness areas that should be strictly protected and preserved. For instance, to get the valuable ivory, many greedy hunters crucially killed many elephants. Also, to get the animal fur which, those illegal hunters killed a variety of animals, such as minks, foxes and tigers.

On balance, government should positively and quickly take a series of measures, including establishing strict laws and regulations, to effectively protect and preserve the wilderness areas in their natural state. The 1964 Wilderness Act has greatly facilitated the form of nature preservation zones and now we need additional powerful acts to enhance the protection and preservation of the wilderness areas. Moreover, the press and education systems should highlight the protection and preservation of the wilderness areas so as to let every citizen, including children, comprehends the importance.

In sum, the protection and preservation of the wilderness areas is an vital and urgent task that needed the participation of not only the government, but also our every citizens.

Because of the power and position he holds, a leader is always the focus of the press and the public who often set so high an ethical and moral standard for those public officials so as to ensure the great power to be utilized rightly and legally. In my opinion, however, a public official must undoubtedly maintain a high ethical and moral standard, but not necessarily the highest one, because the effective leadership derives from the interaction of his many shining merits, not only one or two. To begin with, a high ethical and moral standard can help a public official obtain the support of the people and win the respect from his subordinates, partners and colleagues, even from his opponents. The public image of a leader is clearly and really of vital importance, which often was delivered to the public and press by his ethical and moral behaviors.(ethical behavior指什么呢?领导者的品德气质应该是在一些工作细节和言语措辞中展现比较合适 working pattern/dictation/wording 或者是对关键问题的处理) No wonder that the spotless ethical and moral record will help a leader to invade the hearts (这个表达可以么。。在google上只搜到99项)of the people, motivate his subordinates, partners and colleagues to cooperate with him more willingly and confidently.  Moreover, the moral regulations in the mind of a public official could effectively prevent him from abusing his authority and power, and even could greatly avoid his corruptions.However, a public official is indeed not a perfect moralist and may have certain demerits in ethical and moral aspects, which does not necessarily mean that he cannot decidedly be an effective leader. Though Watergate Event resulted in the resignation of President Nixon, it is still undeniably outstanding and prominent that during his presidency, Nixon successfully ameliorated the national relationship with China and the former Soviet Union(直接说USSR就行吧), which greatly facilitated the diplomatic and international political circumstances of America. Also, despite the Zipper Gate, Clinton succeeded in promoting and sustaining the continuous economical development of American within his presidency. So, there is not consequentially an inevitable relationship between the ethical and moral flaws of a leader and his effective leadership. Besides a high ethical and moral standard, an effective leader should be with many other important characters, such as the insight, creativity and excellent management abilities. The success of a leader always comes from the interaction of his many merits, hardly from only one or two. Facing so many affairs concerning so many fields and realms every day, even though with the help of assistants and consultants, an leader still not only needs excellent management abilities to effectively supervise his underlings and creativity to keep the vigor and continuous development of an organization, a firm or a nation, but also requires an in-depth insight to decide the long-term development direction in the future. Consequently, it is of the most importance for an effective leader to hold qualified well-rounded characteristics. In sum, a high, not the highest, ethical and moral criterion is indispensable for a leader. Furthermore, it is the interaction of all-round merits of a leader that bring him the successful effective leadership.

感觉只抓住了一个highest会不会角度少了一点(不过看来也足够了)
主要问题是
文章讨论的是一个度的问题,也就是不要最好,只要足够好,再加上其他一些优点就可以成就伟业。
但是到底 to what extent并没有说清楚,最好能举一个例子说明一下
就是在一个具体的问题上,只要能做到%%%%就可以了,不需要highest ethical and moral standands
